5.3.31.The landscapeing of new development is an important way in which its impact<br />

can be softened or reduced and the quality of the environment retained or<br />

enhanced. It is important that landscapeing is integral to the design of<br />

development schemes and that its function is clear. Sometimes, a<br />

landscapeing scheme may be required to screen a development or to<br />

assimilate it into a setting, so that the development sits well in relation to its<br />

surroundings.<br />

5.3.32.Proposals for new development should respect existing landscape features<br />

and seek to retain and enhance those which are of value to the character and<br />

appearance of the locality, amenity, nature conservation or cultural heritage.<br />

This includes natural features such as ponds, trees, hedges and other habitat<br />

and open spaces as well as “hard” landscapeing features such as walls. In<br />

many cases Wherever possible, development will be able to be sited in order to<br />

retain features of value as part of a scheme. Indeed, their inclusion can<br />

frequently enhance the quality of a scheme. <strong>Plan</strong>ning applications and will be<br />

accompanied by landscapeing schemes will be required to be accompanied by<br />

and detailed survey information to a standard required by the <strong>Council</strong> in order<br />

to establish the impact of a scheme on natural features in particular.<br />

Landscape schemes will be submitted with planning applications in order that<br />

they can be considered as part of the overall proposal. They will establish the<br />

timing of any planting within the development and Ddetails of measures to<br />

protect features during construction will also be required. The <strong>Council</strong> will<br />

prepare Supplementary <strong>Plan</strong>ning Guidance to assist applicants.<br />

5.3.33.Many landscapeing schemes will, additionally, require the use of new hard<br />

landscapeing features such as fencing, walls and paving as well as soft<br />

landscapeing.<br />

5.3.34.In this respect, i It is important that hard and soft landscape schemes take<br />

account of the local character of surrounding locality as the design, type and<br />

location siting of landscapeing can be visually intrusive in the landscape and<br />

can undermine its character if it is designed without reference to that character.<br />

Additionally, landscapeing schemes offer the opportunity to enhance<br />

biodiversity by creating new habitats or by improving the continuity of wildlife<br />

corridors and to enhance local distinctiveness through the use of specific<br />

planting materials and features. The introduction of Sustainable Urban<br />

Drainage Systems (see Policy ENV19) into a development may have an impact<br />

on the nature of the landscaping provided and will often provide an opportunity<br />

for habitat improvements. The <strong>Council</strong> will liase with applicants to ensure the<br />

submission of appropriate schemes.<br />

5.3.35.Conditions will be used or legal agreements sought to ensure the<br />

implementation of long-term maintenance and management of a landscapeing<br />

scheme.<br />

POLICY SUR5 PROVISION AND PROTECTION OF AMENITY<br />

Development will only be permitted where its design and layout is such<br />

that it can provide proper amenity, appropriate to its function. Its impact<br />

should be such that it will not unacceptably affect the amenities of<br />

nearby properties.<br />

In determining applications for development the <strong>Council</strong> will particularly<br />

consider, the following amenity issues:<br />
