POLICY SUR12 EXTENSIONS TO CURTILAGES<br />

Proposals for the extension of residential curtilages will only be<br />

permitted where:<br />

a) there are no unacceptable effects either individually or cumulatively<br />

on the character or appearance of the locality or wider area; and<br />

b) there are no unacceptable effects on the amenity of adjoining<br />

occupiers.; and<br />

b) proposals comply with Policy GD2 (General Development Control).<br />

5.3.51.Proposals for extensions to residential curtilages can arise if adjacent land,<br />

which is not in residential use, becomes available. The change of use of land<br />

to residential can, however, result in the erosion of the quality of the<br />

landscape. In the open countryside this can have significant effects on the<br />

appearance and character of the landscape particularly when domestic<br />

paraphernalia, landscaping and fencing are added. In settlements, extensions<br />

to curtilage can also adversely affect the traditional and historic layout and<br />

character of villages.<br />

5.3.52 Where permission is granted, conditions will be imposed where appropriate<br />

which require the implementation of a suitable landscaping scheme/boundary<br />

treatment, and permitted development rights may be removed.<br />

POLICY SUR13 NEW ACCESSES AND ALTERATIONS TO<br />

EXISTING ACCESSES<br />

Proposals for the creation of a new access or for the alteration of<br />

existing accesses will be permitted where:<br />

a)the character and appearance of the site/locality is not unacceptably<br />

affected; and<br />

b)the scheme does not prejudice the safety of users of the adjoining<br />

highway.<br />

5.3.7. Not all new accesses or alterations to accesses serving a dwelling require<br />

planning permission. Where they do, it is important that new schemes do not<br />

detract from the character or appearance of the site or the wider area.<br />

Generally the impact of a proposal will be reduced if works are undertaken<br />

within the existing residential curtilage. It is also important that highway and<br />

pedestrian safety and the safety of other highway users are not prejudiced.<br />
