development of land provides this.<br />

2.3.7. Obligations may seek provision or contributions for necessary service<br />

infrastructure proportionate to the development. This could include<br />

transportation, housing, regeneration, education, health, liveability and public<br />

open space, recreation and other community benefits. They may also be used<br />

to restrict the use of land to specified uses. Obligations usually take the form<br />

of a legal agreement and are crucial to achieving the objectives of the <strong>Plan</strong>. In<br />

negotiating obligations, the <strong>Council</strong> will seek to ensure that they are<br />

reasonably related in scale and directly related to the proposed development.<br />

2.3.8. The <strong>Council</strong> is currently preparing Supplementary <strong>Plan</strong>ning Guidance<br />

(Developer Contributions to Service Infrastructure) which will outline its<br />

position with regard to planning obligations and will be used to assist the<br />

decision making process.<br />

2.4. Strategic Requirements<br />

Housing<br />

2.4.1. The Worcestershire County Structure <strong>Plan</strong> 1996-2011 (CSP) provides the<br />

strategic framework for establishing the amount of housing and employment<br />

land to be provided in <strong>Wychavon</strong> during the <strong>Plan</strong> period. The Local <strong>Plan</strong><br />

provides more detailed Policies and identifies site specific proposals to meet<br />

the housing and employment requirements.<br />

2.5.2. The WCSP sets out a number of principles to guide land use and development<br />

decisions in <strong>Wychavon</strong>. The objectives of the WCSP are based on national<br />

and regional planning policy. They require that the majority of development in<br />

the County is directed to the Central Crescent – a zone of influence around the<br />

West Midlands conurbation. There is no detailed strategic definition to the<br />

Central Crescent. However, within the WCSP it is defined broadly as<br />

extending “to and beyond Worcester City and Kidderminster/ Stourport. It<br />

includes Redditch, Droitwich Spa and Bromsgrove”. Broadly speaking, it can<br />

be considered to include all of the <strong>District</strong> Authorities of Bromsgrove, Redditch,<br />

Wyre Forest and the City of Worcester and parts of <strong>Wychavon</strong> and Malvern<br />

Hills. From this definition, the <strong>Council</strong> considers that about 77% of the<br />

WCSP’s 28,100 housing requirement will be met within the Central Crescent.<br />

As such, the main objective of the WCSP has been met.<br />

2.5.3. The key objective with respect to influencing future patterns of development is<br />

that most new development required during the <strong>Plan</strong> period should be directed<br />

towards the main towns in the <strong>District</strong>. <strong>Wychavon</strong> has considered this<br />

objective in developing its own development strategy and has adopted an<br />

urban focussed sequential approach – focussing the search for housing land<br />

on urban brownfield land in Droitwich Spa, Evesham and Pershore and then<br />

urban greenfield land which has no amenity value in the same towns. The<br />

<strong>Council</strong> estimates that the majority of its residual urban housing requirement<br />

can be met in this way with the remainder accommodated on a relatively small<br />

urban extension on greenfield land to the east of Evesham. This is a selfcontained<br />

site within the bypass, well related to the urban form and in a strong<br />

position to support the regeneration of Port Street and riverside areas.<br />

2.5.4. The strategy also identifies a need to focus on rural regeneration in<br />

accordance with WCSP Policies SD8 and D14, PPG3, PPG7 and PPG13.<br />

Villages with rural regeneration allocations have been selected on the basis of<br />
