2.9.7. Fernhill Heath, Hartlebury and Wychbold have been rated as “very high” or<br />

“high” in the WDLP Review Village Accessibility Index with good bus services<br />

and a range of existing local facilities - see Annexe 2 of this document. The<br />

ADR sites are considered to be those where new development would<br />

contribute to minimising the need to travel and achieving balanced<br />

communities.<br />

2.9.8. The existing ADR land has been retained for this <strong>Plan</strong> period to meet possible<br />

longer term development needs beyond 2011. It is not considered necessary,<br />

given current emerging Regional Guidance, to identify any further ADR land<br />

for this purpose this <strong>Plan</strong> period.<br />

2.9.9. The development strategy of this Local <strong>Plan</strong> does not require greenfield land<br />

releases around Droitwich Spa to accommodate development within the<br />

period up to 2011. As a result of this, the existing Green Belt boundary<br />

remains unchanged in this <strong>Plan</strong> and the ADR land will be retained and will not<br />

be used to accommodate development unless and until it is required to do so<br />

in a future review of the Local <strong>Plan</strong>.<br />

POLICY SR9 STRATEGIC GAPS<br />

Within the areas defined as “Strategic Gaps” on the Proposals Map,<br />

proposals for new build development will not be permitted.<br />

2.9.10. There are a number of areas of land within the <strong>District</strong> which fall outside of the<br />

Green Belt and yet serve as important open areas of land between areas of<br />

built development. Strategic Gaps are identified on the Proposals Map and<br />

are areas of land which prevent the coalescence of settlements or which<br />

separate distinct areas of development within or around a settlement and form<br />

part of its character. These are sensitive areas which should be kept open<br />

and free from development.<br />
