CARGO DESTTUCTION ASSOCIATION MARCUS WANINARA COORDINATOR -713 79915 - GEOGRAPHICAL SCOPE KAVIENG, DARU, VANIMO, KEREMA, AUTONOMOUS REGION OF BOUGAINVILLE, AND THROUGHOUT THE COUNTRY. HISTORY 2006 ESTABLISHED AS VOLUUNTEERS IN EAST NEW BRITAIN. THE MAIN OBJECTIVES WAS TO REVIVE CULTURE BECAUSE OF CHANGES THAT CAME ABOUT IN THE COMMUNITY AND THERFORE, IT NEEDED TO REVIVE CULTURAL PRACTICES AND PRESERVE THE ENVIRONMENT. HUMAN RESOURCES There are a total of five (5) boys who are trained to be trainers. And the internal structure of the organisation is based on a chief man system, where the key man is the contact person. NETWORKING AND INSTITUTIONAL RELATIONS The organisation has a network that is linked to NGOs such as ENBSEK, WIDE BAY CONSERVATION, CHURCHES, MOTHERS, YOUTH GROUPS, and MENS. JUDICIAL ASPECTS Registration is still in the process. Sectors invite them to address environmental issues. FINANCING AND FUNDING ASPECTS Most of the funding comes from their own personal money, but communities that invite provide lunch, bus fare, etc. and they even rely on proposals and there is always financial report and acquittals done and presented in Port Moresby. And there are talks underway to set up one in the Autonomous Region of Bougainville. And also the organisation is currently carrying out Extension programmes across the country mainly in East Sepik, Madang, Autonomous Region of Bougainville, West New Britain, New Ireland, National Capital District and East New Britain itself. HISTORY OISCA in East New Britain started in 1987 when a local politician by the name of Martin Towadek, who was the minister for Foreign Affairs at that time, who had a vision which he saw the need to strengthen self-employment. And furthermore, he saw the system of education in the country did not allow students to continue and wanted to change the mind set of those that did not make it to higher institutions were not failures but because the system failed them. So what Mr Towadek did was he went to the headquarters of OISCA and presented his ideas to the founder Dr. Yonosuke Nakano, who accepted the idea and set up the organisation in Rabaul in 1987. OISCA International (PNG) Association sees its objectives as being; to provide training of school leavers and the public on appropriate technonology, to provide and assist individual members and associates to raise their standard of living, to promote general education awareness, and to facilitate advancement of industrial, spiritual and cultural togetherness. HUMAN RESOURCES OISCA International (PNG) Association currently employs 58 employees who are tasked with carrying out the day to day activities of the organisation. And they mostly get allowances and not wage. OISCA is managed by the Director and has the able support of two deputy directors. One overseeing the operations at the training centre and other overseeing Projects and Extension Programmes. They get the able support and advice from the technical Advisor and the Public Officer. NETWORKING AND INSTITUTIONAL RELATIONS Yes OISCA is a member of a network with other NGOs like East New Britain Sosel Eksen Komiti (ENBSEK), Wide Bay, and the Provincial Government- the Department of Community Development. JUDICIAL ASPECTS The Organisation operation in Papua New Guinea is registered as OISCA International (PNG) Association under the Investment Promotion Authority (IPA) and under the National Training Council requirement the organisation was registered as a training provider. FINANCING AND FUNDING ASPECTS Most of the funding comes from the short courses that the Organisation offers, and also from consultation work done, and from Cosmo oil (funding projects in Pomio and the CIS Rehabilitation Program. 37
