1. NGO historical aspects
- WV arrived in PNG in 1987
- The office has up and down in terms of number of staffs and activities
2. Organizational aspects
- WV is a federated network of offices: WV International, WV Regional, 20 Support
offices (funds raising), WV National (in 65 countries)
- 75% (2.5 billion $) are raised through sponsorship
- WV in PNG is covering PNG, Vanuatu and Solomon Islands and is called the Pacific
Development Group.
- 307 staffs in total + 20 vacancies (18 expatriates amongst them)
3. Networking and institutional relations
- WV PNG is a founding member of the International NGOs Development Council
(INDC) regrouping ADRA, CARE, Save the Children, OXFAM, Maries Stopes Int.,
Population Service Int., and WV PNG. The INDC’s Charta has been signed in 2008,
but it’s not a registered entity so far. The aim of INDC is to set up coordinated
strategies, look at partnership, share evaluation and monitoring, advocate together to
influence the Government on some specific structural issues (tax exemption, labour
laws, registration). The INDC is meeting quarterly. They think of inviting the
Government.
- WV PNG has good relation with the Government, especially with thematic ministries
(Education, Health, DCD). They’re shainrg reports, attend workshop, and participate
in the elaboration of some laws (Look at Pikinini Act; curriculum for the pre-schools).
- But they also find that the Government lacks of leadership
- AusAID launched the Churches Partnership Program that might set a unique with
which WV PNG would be happy to coordinate. Otherwise, coordination with all the
churches is too complicated.

5. Financial aspects
- Unlike the rest of the WV, WV PNG doesn’t benefit from the sponsorship programme
and then rely only on donors grants. It is because of the difficulties to target
beneficiaries in remote areas, so the sponsorship has been closed down since 2000.
- WV PNG is totally independent from WV Australia and NZ regarding the technical
aspects. They have their own strategy, but they rely on their financial aid on project
basis to bring the NGO’s counterpart.
- 64 grants across the pacific for 10 M$/year in 14 geographical area
6. Activities and sectors
- Operating in Madang, Bougainville, POM, Solomon Islands and Vanuatu
- In 2008, the office was running a multiplicity of programmes so diverse that they
couldn’t follow them on a proper manner. An audit denounced that, and they build up
a Strategy 2009 – 2013 to re-concentrate their work on core issues and to avoid
wasting time and resources.
