1. NGO historical aspects
Established in 1965. Formerly ran by St John God of Brothers until 1970s. A separate Board took over
comprising volunteers. It is under that since then.
2. Organizational aspects
Previously had disabled people from entire country, but currently area of operations is centred in Port
Moresby. 43 paid staff, (6 of them paid by Education Department) volunteers, 3 expatriates, number
differs each year. Capacities (skills) include special education skills, carers skills and administration
skills.
3. Networking and institutional relations
Locally existing disability services, Board, overseas Asia Pacific Region Leonard Cheshire.
4. Juridical aspects
Cheshire Disability Services is registered as a NGO with IPA. It has its own constitution which the
Board oversees.
5. Financial aspects
Mainly donations, no permanent donor, but occasional donations from mainly private sector.
Government assistance comes from Education Department, school subsidies. Disability Rights Fund
channelled via the Department of Community Development. Grant from the Health Department comes
via the Disability Board.
6. Activities and sectors
Main sectors: Disability persons in Port Moresby.
Main activities: Provide residential care (24 hour care), special education (trained teachers teach
children with disabilities), community based rehabilitation programme (officers go to the community to
provide capacity building mainly to parents of disabled children how to look after them. Also centre has
physiotherapy and provides services both residents here and also the large community.
