NGO historical aspects - After independence in 1975, PNG was a sovereign country who hasn’t foreseen its future responsibilities. Education was not good, mining was not controlled, unemployment increased, schooling decreased, social issues began to show. Within the civil society, some individuals took some responsibilities. In 1990, people organised themselves, and the National Council of Women, the National Youth Council and the National Volunteer Service have been created by parliament act. There also was a group regrouping all national volunteers from PNG, AUS, NZ, etc. - 1985-1986: creation of NANGO to coordinate everybody, funded by the provincial Council of women, PNG Trust, Village Development Trust, East New Britain Development, YMCA, YWCA, NVS. - 1994: the NVS conducted a review of his work and notice that the volunteer were falling out after 6 months because of a weak leadership, lack of capacities and skills. They develop a capacity building package, presented it to AusAID who took it to create the Community Development Scheme. - NANGO has been hosted within the Community Development Department. - 1997: some leaders of NGOs belonging to NANGO had another agenda in their mind and got elected to the parliament where they got polluted and finally never achieved. Their source of funding was notably from the World Bank Targeted Community Development Programme. It was a huge discredit for NANGO. - 2000: alliance with PIANGO, a regional organisation regrouping national umbrellas. Founded by NZ, they provided trainings. - 2000: due to the lack of funding and the concurrence with CDS, NANGO died. - CDS used NANGO’s network but never empower NANGO. It had a lot of funds, and NGOs mushroomed everywhere. CDS has been followed by Democratic Governance Transition Programme (DGTP) and then by Strong People Strong Country (2010). - Magaret Sete captured the desire to build capacity of local expertise as PNG people know better the country, but acknowledging that foreigners can bring something as well. Funded by NZAID, she supervised the training of 140 persons between 2001 and 2008. - 2001: creation of the MNCL 2. Organizational aspects 3. Networking and institutional relations 4. 6. Activities and sectors - In 2001, NZAID funded a programme for MNCL to train leaders, but cut the funds after a while as it was not entering into NZAID new policy. - MNCL concentrates on capacity building on PNG leader at top level. 63
