Stranding Network and<br />

Facility Requirements<br />

Wildlife Operation plans should include (where available and appropriate) properly trained<br />

regional Stranding Network Participants because of their experience with live animal stranding<br />

response and rehabilitation for the local area. In order for Stranding Network Participants to<br />

contribute during wildlife response, they must hold a Stranding Agreement or Letter of<br />

Authorization (MMPA, Section 112(c)) with NMFS/FWS and have received specific oil spill<br />

training and meet facility requirements for oiled marine mammal rehabilitation. NOAA <strong>Fisheries</strong>,<br />

Office of Protected Resources, may include oil spill response authorization in the Stranding<br />

Agreement with the Participant when it is determined that the Stranding Network Participant<br />

meets these criteria. Authorized marine mammal rehabilitation organizations should make efforts<br />

to become engaged in the development of their Area Contingency Plans to ensure their<br />

involvement during oil spill response.<br />

Criteria for Evaluating <strong>Marine</strong> Mammal Rehabilitation Groups<br />

The following criteria can be used when considering and evaluating marine mammal rehabilitators<br />

for conducting oil spill response.<br />

Holds all necessary permits, Stranding Agreements (NMFS) and Letter of Authorizations<br />

(FWS) for marine mammal stranding and response activities.<br />

Experience in the capture, treatment, and care of oiled marine mammals<br />

Knowledge of conducting marine mammal response activities within an Incident<br />

Command System structure including appropriate communication and notification<br />

procedures<br />

Sufficiently trained (health/safety and animal care), equipped, and experienced<br />

supervisory staff<br />

Ability to train and equip personnel and volunteers for marine mammal response during<br />

an emergency oil spill response<br />

Ability to quickly mobilize to perform marine mammal capture, field evaluation,<br />

stabilization and transport (including to remote locations if necessary)<br />

Access to appropriate facilities for treating and housing oiled marine mammals (including<br />

adequate animal care, hazardous waste, and personnel infrastructure)<br />

o Ability to establish and operate marine mammal intake, holding, and isolation<br />

areas within 12-24 hours of wildlife response activation.<br />
