PPC Riebeeck West: Storm water Management Plan Page 45 Figure 2.1 Hierarchy of decision-taking: DWAF Due to the low risk natures of the operations taking place at PPC Riebeeck the water and waste management practices that is proposed by this IWWMP, should and is focused mainly on finding the best practises within the first two stages of the decision making hierarchy. As this is a management tool for everyday workings at the cement plant it should be updated regularly to ensure that any changes to the waste and water management is documented and implemented. 2.1.1 Objectives and Strategies a) Proposed water management strategy The proposed water management strategy for the site is presented in Table 2.1. The development of the strategy was based on the following: DWAF‟s water management hierarchy; Best Practice Guidelines for the mining industry; IWULA, 2008 EMPR,2011 Findings of a water management audit conducted in August 2011 (SRK, 2011). Table 2.1 Proposed water management strategy for PPC Riebeeck (EMP commitments are indicated in brackets) Objective: To use water effectively DWAF‟s water management hierarchy of minimise, reuse/recycle, treat and release will be followed. PPC Riebeeck will manage, conserve, use, develop and control water in a sustainable and cost effective manner. Loss of water will be minimised by careful design and operation and regular inspection, maintenance and feedback to management on the PPC Riebeeck's water infrastructure and management systems
PPC Riebeeck West: Storm water Management Plan Page 46 All process water, potentially polluting water from the open quarry, plant areas and overburden will be rapidly collected, contained and re-used where possible e.g. for dust suppression on haul roads. PPC Riebeeck will develop a Re-use and Reclamation Plan in accordance with the BPG H3. The development of the plan will be based on optimal minimisation and prevention strategies Where re-use is not possible, alternatives will be investigated to minimise discharge to the tributary of the Berg River e.g. irrigation for crop production or treatment as per BPG H4 Opportunities for the recycling of waste materials (domestic and industrial) will be investigated and utilised wherever economically viable As small an area as possible will be exposed at any one time during construction activities. Water and waste management tools (such as water and salt balances and emergency protocols) will be developed and used in the implementation of this water management strategy. Water and salt balances will be prepared in accordance with BPG G2: Water and Salt Balances. Objective: Prevent damage to the receiving environment from storm water runoff A Storm water Management Plan will be developed for the site in accordance with BPG G1 and will address the impacts of the mining operations on the water flow and water quality processes of the hydrological cycle and the associated upstream and downstream environmental impacts, and in turn the impacts of the hydrological cycle on PPC Riebeeck‟s operations, including effects such as loss of production, costs, and impacts of both floods and droughts on the operations. Clean water diversions and dirty water collection facilities will be established before land clearing and construction commences, to prevent clean rainfall runoff becoming contaminated by construction activities. Dirty water collection facilities will be designed according to BPG A4 and clean runoff will be released to the system from which it came in compliance with GN704 (EMP update 2008). Exposed surfaces within dirty areas (such as construction sites, plant and materials handling areas and waste management facilities) will be kept to a minimum to minimise the volume of dirty runoff generated (for example by careful design, revegetation, etc.) and to minimise the potential loss of „clean‟ runoff to the catchment. Storm water management systems will be investigated and if necessary designed and operated to minimise volumes generated, velocities and peak flows discharging to the natural environment e.g. earth lined canals, energy dissipation etc. Storm water drains and evaporation ponds (settlement ponds) will be investigated and if necessary designed to contain runoff up to the 1:50 year event in compliance with GN704. PPC Riebeeck must keep water systems clear of obstructions, so drainage channels, inlets and outlets should be inspected regularly (at least quarterly and after rain events). Unless problems are encountered during these inspections, the water systems should be cleaned and maintained annually, which will include desilting of channels and clearing of vegetation to the extent that free flow of
