• Potential reduction in crime because of short-term job creation during construction (provided farm safety<br />

and security measures are implemented), but also in the long-term in the region, as a result of job<br />

creation;<br />

• Local growth in the economy of the town of Ermelo and surrounding areas, and for local businesses<br />

including those that provides different services;<br />

• Economic benefits for contractors and other suppliers of goods and services; and<br />

• Through the implementation of the Social and Labour Plan the mine employees will be developed in terms<br />

of skills development and career progression; and<br />

• Small businesses will be established and sustained and the mine will contribute towards community<br />

infrastructure development and poverty eradication.<br />

APPROACH TO THE PROJECT<br />

The purpose of this Environmental Impact Assessment report is to comply with the statutory and legislative<br />

requirements of the Minerals and Petroleum Resources Development Act (MPRDA) and the MPRDA<br />

Amendment Act as well as the DMR requirements as set out in the letter dated Monday, 20 June 2011. These<br />

requirements as well as the requirements of the National Environmental Management Act (Act 107 of 1998)<br />

where the Final Scoping Report was approved (dated Thursday, 23 August 20<strong>12</strong>).<br />

As per the legislative requirements of the MPRDA, the applicant submitted an application to the DMR for their<br />

consideration and decision-making on Friday, 20 August 2011. Subsequently, the DMR acknowledged receipt of<br />

the application as well their additional requirements. In order to comply with the DMR requirements as stipulated<br />

in the aforementioned correspondence, the Section 102 amendment to the Environmental Management<br />

Programme was submitted as a final copy to the DMR on the due date Friday, 3 August 20<strong>12</strong>. The amended<br />

Environmental Management Programme was submitted to DMR to inform their decision-making.<br />

In addition, the process needs to comply with other legislative requirements of which the National Environmental<br />

Management Act (Act No 107 of 1998)[NEMA] is one. Such an application for authorisation was additionally<br />

submitted to the Mpumalanga Department of Economic Development, Environment and Tourism (MDEDET) as<br />

prescribed under NEMA and section 18 of the MPRDA Amendment Act.<br />

The Scoping Report represented the initial identification of key issues or concerns as highlighted by the relevant<br />

authorities, interested and/or affected parties (I&APs), as well as the professional judgement by the<br />

Environmental Assessment Practitioner.<br />

The <strong>EIA</strong> process includes the completion of the Scoping Report as well as an Environmental Impact Assessment<br />

Report and EMPr.<br />

The Scoping Report as required in terms of the National Environmental Management Act (Act 107 of 1998) was<br />

submitted on Friday, 27 July 20<strong>12</strong> and approval for this document was received on Thursday, 23 August 20<strong>12</strong>.<br />

Subsequently the draft Environmental Impact Assessment Report has now been compiled and will be made<br />

available to stakeholders, registered Interested and Affected Parties and any other decision-making authorities<br />

for review and comment.<br />
