9.3 Pre-application consultation with authorities<br />

Since the land involved is zoned as agricultural land, the Department of Agriculture was approached early on in<br />

the process to explain the concept. The local Municipality was also contacted to ensure that the development<br />

type falls within the definition of mining according to the Msukaligwa Local Municipality Spatial Development<br />

Framework (SDF).<br />

The application for the NEMA <strong>EIA</strong> process was submitted to the Mpumalanga Department of Economic<br />

Development, Environment and Tourism on <strong>12</strong> November 2010 and the following reference number (17/2/4/GS/ -<br />

26) was received on 26 November 2010 (Refer to Annexure 1: Authority correspondence).<br />

The Scoping phase of the project was undertaken and the final Scoping Report was submitted for review and<br />

decision-making purposes on Friday, 27 July 20<strong>12</strong>. The Final Scoping Report was accepted and Environmental<br />

Assurance received permission to proceed with the Environmental Impact Assessment phase of the project on<br />

Thursday, 23 August 20<strong>12</strong>.<br />

Early in the <strong>EIA</strong> process, the Environmental Practitioner identified the information that would be required for the<br />

impact assessment and the relevant data were obtained. In addition, available information about the receiving<br />

environment was gathered from reliable sources, interested and affected parties, previous documented studies in<br />

the area and previous <strong>EIA</strong> Reports. The project team then visited the site to gain first-hand information and an<br />

understanding of the existing operations and the proposed project.<br />
