9.6.2 Public announcement of the project<br />

The project was announced as follows:<br />

• Publication of a media advertisement in Middelburg Observer on Friday, 11 February 2011.<br />

• In order to inform surrounding communities and adjacent landowners of the proposed development,<br />

four (4) site notices were erected on site and at visible locations close to the site on Friday, 11<br />

February 2011.<br />

Key stakeholders, who included the abovementioned sectors, were directly informed of the proposed<br />

development by e-mail and fax on Friday, 11 February 2011.<br />

Distribution of Background Information Documents and Registration and Comment sheets by fax/post/email to<br />

I&APs on Friday, 11 February 2011:<br />

• Letters were hand–delivered to adjacent landowners on Friday, 11 February 2011, notifying and<br />

informing them of the proposed development.<br />

• I&APs were given 40 days to comment and / or raise issues of concern regarding the proposed<br />

development. The comment period expired on Wednesday, 23 March 2011.<br />

9.6.3 Meetings with I&APs<br />

A public meeting was held subsequent to the submission of the Scoping Report to the Mpumalanga Department<br />

of Economic Development, Environment and Tourism (MDEDET). The issues raised by the registered Interested<br />

and Affected Parties were captured and addressed in the Issues and Response Report (IRR).<br />

The Minutes of the public meeting is also available and attached as Annexure 2: Public Participation.)<br />

9.6.4 Raising issues for investigation by <strong>EIA</strong> specialists<br />

I&APs had the opportunity to raise issues either in writing, during the public meeting, by telephone, fax and/or<br />

email. Concerns raised, as well as responses to these concerns, are detailed in the Comment and Response<br />

Report (see Annexure 2: Public Participation).<br />

All the issues raised by I&APs during the <strong>EIA</strong> process were captured in a Comment and Response Report (see<br />

Annexure 2: Public Participation) and I&APs received letters acknowledging their contributions.<br />

9.6.5 Draft scoping report<br />

All the issues raised to date was captured in the Draft Scoping Report which was available in English. The <strong>EIA</strong><br />

Regulations specify that I&APs must have an opportunity to verify that their issues have been captured. A period<br />

of 40 days was made available for public comment on the Draft Scoping Report (1 March 20<strong>12</strong> until 9 April<br />

20<strong>12</strong>). The availability of the Draft Scoping Report was announced as follows:<br />

• personal letters, fax and e-mail to all the registered I&APs on the distribution list.<br />
