In addition, the Draft Scoping Report was distributed for comment as follows:<br />

• left in public places (Ermelo Community Library); and<br />

• Hand-delivered to the relevant authorities;<br />

• ENVASS website http://www.envass.co.za;<br />

Public review of the Draft Scoping Report was done by the following methods:<br />

• Written comment, including email – a comment sheet requesting I&APs to respond to specific<br />

questions accompanied the report; further written submissions were encouraged.<br />

9.6.6 Final Scoping report<br />

The Final Scoping Report was prepared after the end of the public review period; this document will be made<br />

available for a period of 21 days. It will be updated with additional issues raised by I&APs and new information<br />

generated as a result. The public, stakeholders and registered Interested and Affected Parties have another 21<br />

days to verify that the issues raised have indeed been captured and addressed in the Final Scoping Report.<br />

The Final Scoping Report was submitted for review and decision-making purposes on Friday, 27 July 20<strong>12</strong>. The<br />

Final Scoping Report was accepted and Environmental Assurance received permission to proceed with the<br />

Environmental Impact Assessment phase of the project on Thursday, 23 August 20<strong>12</strong>.<br />

9.6.7 Draft Environmental Impact Assessment (<strong>EIA</strong>) Report<br />

The <strong>EIA</strong> Regulations specify that I&APs must have an opportunity to verify that their issues have been captured.<br />

The Draft Environmental Impact Assessment Report which will be available for forty days (40) from 5 November<br />

20<strong>12</strong> until 21 January 2013. The availability of the Draft Environmental Impact Assessment Report will be<br />

announced as follows:<br />

• personal letters, fax and email to all the registered I&APs on the distribution list.<br />

In addition, the Draft Environmental Impact Assessment Report will be distributed for comment as follows:<br />

• left in public places (Ermelo Community Library); and<br />

• Hand-delivered to the relevant authorities;<br />

• ENVASS website http://www.envass.co.za;<br />

9.6.8 Public Participation during the Impact Assessment phase<br />

Public participation during the Impact Assessment Phase of the <strong>EIA</strong> will revolve around a review of the findings<br />

of the <strong>EIA</strong> and inputs into the Environmental Management Programme (EMPr). The findings will be presented in<br />

an Environmental Impact Assessment Report and EMPr and the volume of specialist studies.<br />
