Recommendation of updates and changes to the GMP.<br />
3.1.2 Compile an annual summary of groundwater monitoring data<br />
This action will compile, organize and evaluate groundwater level elevation and groundwater quality<br />
monitoring data collected during the previous year. The annual summary of monitoring data will include<br />
groundwater level monitoring information from the partner agencies water level monitoring efforts, and<br />
water quality data collected by the partner agencies from production wells. The annual summary of<br />
groundwater monitoring data will be used by the agencies at the annual GMP implementation meeting<br />
described in Section 3.1.3 to evaluate the need to implement other portions of the GMP that are<br />
contingent on monitoring data. The annual summary of groundwater monitoring data will also be<br />
included in the five year summary report.<br />
3.1.3 Partner agencies to meet annually to discuss GMP implementation<br />
This action will require the partnership agencies to meet at least once annually to discuss GMP<br />
implementation. Currently, the partner agencies meet in the Truckee area annually and GMP<br />
implementation will be added as an agenda item during this annual meeting.<br />
3.1.4 Support TROA provisions associated with well construction, repair, modification, and<br />
destruction<br />
The Settlement Act may eventually establish additional requirements for the siting and construction of<br />
wells drilled in the Truckee River Basin, which includes the MVGB. Section 6.E of TROA outlines Truckee<br />
River basin allocation procedures including well construction, repair, modification and destruction to<br />
address groundwater-surface water interactions within the Truckee River Basin including areas of <strong>Martis</strong><br />
<strong>Valley</strong>. Section 204(c)(1)(B) of the Settlement Act provides that, “...all new wells drilled after the date of<br />
enactment of this title shall be designed to minimize any short-term reductions of surface streamflows to<br />
the maximum extent feasible.” This implementation action supports the implementation of TROA’s well<br />
construction guidelines.<br />
3.1.5 Evaluate and consider taking a position on relevant water resources-related policies,<br />
programs, and projects under consideration by local, State and Federal agencies<br />
Throughout the state, surface water and groundwater resource management are becoming critical<br />
components of meeting growing water supply demands. As part of this implementation action, the<br />
partner agencies will actively evaluate and consider policies, programs and projects that may impact<br />
water resources quality and/or quantity within the <strong>Martis</strong> <strong>Valley</strong>.<br />
3.1.6 Pursue opportunities for improved groundwater basin monitoring and reporting with<br />
local, State, and Federal agencies<br />
This implementation action prompts the partner agencies to continuously pursue opportunities and<br />
funding that may provide additional groundwater data collection and/or reporting. <strong>Groundwater</strong><br />
monitoring is a critical component in understanding the physical condition of the groundwater basin and<br />
is further described in Section 3.3.1.<br />
3.1.7 Evaluate the need for programs to facilitate saline intrusion control, mitigate the<br />
migration of contaminated groundwater, facilitate conjunctive use, and to mitigate<br />
overdraft<br />
This implementation action includes evaluation of a variety of potential programs to manage<br />
groundwater within the jurisdiction of the partner agencies. As part of this action, the agencies will<br />
