ethical policing by training in operational judgments <strong>and</strong> procedures that comply with<br />

modern police st<strong>and</strong>ards.<br />

In 2010 we helped to deliver a training package to the Somalil<strong>and</strong> <strong>and</strong> Kenyan police<br />

forces to enable them to develop further their skills in crime scene management <strong>and</strong><br />

evidence-gathering techniques. This training highlights the benefits of detailed <strong>and</strong><br />

thorough searches as a means of gathering evidence, therefore reducing the risk of<br />

attempting to extract confessions or force cooperation with a criminal investigation.<br />

This strengthens the use of evidence submitted during court proceedings, thus<br />

lowering dependence on witness confessions as a means of conviction.<br />

The Counter Terrorism Programme fund also supports work to stop people from<br />

becoming terrorists or supporting violent extremism, in order to reduce the risk to the<br />

UK <strong>and</strong> its interests overseas. This work is focused directly against the narratives<br />

<strong>and</strong> ideology exploited by terrorists for the radicalisation of particular vulnerable<br />

groups. For example, one project aims, through events in selected schools in<br />

Pakistan, to develop the skills of young people <strong>and</strong> their teachers to articulate the<br />

connections between Islam <strong>and</strong> human rights. Targeted interventions such as these<br />

are designed to increase the resilience of particularly vulnerable groups to terrorists’<br />

ideologies, <strong>and</strong> improve their ability to challenge these arguments where they<br />

encounter them.<br />

Detainee package<br />

The treatment of terrorism suspects overseas, <strong>and</strong> the UK’s involvement in their<br />

detention <strong>and</strong> alleged mistreatment, continues to come under intense media, judicial<br />

<strong>and</strong> parliamentary scrutiny. In order to address historic issues, <strong>and</strong> to enable the<br />

security <strong>and</strong> intelligence agencies to focus on the crucial business of keeping the<br />

country safe, Prime Minister David Cameron announced on 6 July a series of<br />

measures made up of four elements:<br />

mediation of the civil claims brought against the Government by British<br />

nationals <strong>and</strong> British residents who were detained at Guantanamo Bay;<br />
