grassland border<strong>in</strong>g the marshes supports a rich alp<strong>in</strong>e meadow community. The site is extremely important for<br />

breed<strong>in</strong>g birds. The spr<strong>in</strong>g-fed marshes provide an important w<strong>in</strong>ter<strong>in</strong>g area for Cygnus cygnus (1,000-1,250).<br />

The site is also important for stag<strong>in</strong>g water birds <strong>in</strong> spr<strong>in</strong>g and autumn.<br />

Conservation Issues: The site is adm<strong>in</strong>istered by the Agriculture and Forestry Department <strong>of</strong> Q<strong>in</strong>ghai Prov<strong>in</strong>ce,<br />

which ma<strong>in</strong>ta<strong>in</strong>s a Wildlife Management Office and visitor facilities at the reserve. The lake is gradually decreas<strong>in</strong>g<br />

<strong>in</strong> size as the climate becomes more arid; water levels have fallen from 31m to 27m <strong>in</strong> recent times.<br />

Over-graz<strong>in</strong>g by domestic livestock is reduc<strong>in</strong>g the amount <strong>of</strong> nest<strong>in</strong>g cover for birds and hunt<strong>in</strong>g is widespread<br />

outside the reserve. Many birds’ eggs are taken for human consumption. The lake supports an important fishery,<br />

and tourism is <strong>in</strong>creas<strong>in</strong>g.<br />

Poyanghu 29°06’N/116°16’E 2,400 1992<br />

Pr<strong>in</strong>cipal Features: A large freshwater lake, surrounded by marshes and wet grassland, and fed by five major<br />

rivers – the Gan, Wu, X<strong>in</strong>g, Rao and Xiu – which flow <strong>in</strong>to the lake’s southern end. At maximum water levels<br />

the lake is 170km long and 90km wide at its widest po<strong>in</strong>t. Dur<strong>in</strong>g the dry season (October-March) water levels<br />

drop by as much as 13m, divid<strong>in</strong>g the lake <strong>in</strong>to many smaller, shallow lakes and ponds and expos<strong>in</strong>g extensive<br />

mudflats, sand banks and wet grassland. The dom<strong>in</strong>ant aquatic plants are Vallisneria spiralis and Potamogeton<br />

mala<strong>in</strong>us, with small areas <strong>of</strong> Phragmites australis. The site is important for w<strong>in</strong>ter<strong>in</strong>g and stag<strong>in</strong>g birds, support<strong>in</strong>g<br />

5,000 swans, 100,000 geese and 600,000 ducks. The site also supports 92 species <strong>of</strong> plankton, 65 species<br />

<strong>of</strong> mollusc, 126 species <strong>of</strong> fish, and 40 species <strong>of</strong> mammal.<br />

Conservation Issues: State-owned. The lake lies with<strong>in</strong> a region <strong>of</strong> subtropical, deciduous broad-leaved and<br />

evergreen forest, although most <strong>of</strong> the surround<strong>in</strong>g areas have been cultivated or converted to grassland,<br />

plantations (Cunn<strong>in</strong>ghamia sp.) and secondary scrub. There are about 60 villages <strong>in</strong> the nature reserve, with a<br />

total population <strong>of</strong> 20,000 people. The ma<strong>in</strong> land-use activities with<strong>in</strong> the nature reserve are fish<strong>in</strong>g, graz<strong>in</strong>g by<br />

water buffalo (Bubalus bubalis), harvest<strong>in</strong>g <strong>of</strong> grass and aquatic vegetation for a variety <strong>of</strong> purposes, and<br />

small-scale cultivation <strong>of</strong> vegetable crops and rice. Fish, freshwater shrimps and molluscs are harvested for food,<br />

and there is a small freshwater pearl <strong>in</strong>dustry. Wildlife tourism is <strong>in</strong>creas<strong>in</strong>g rapidly. Agriculture and forestry are<br />

practised on a more <strong>in</strong>tensive scale outside the reserve, result<strong>in</strong>g <strong>in</strong> a rapid loss <strong>of</strong> wetland habitat. The<br />

widespread cutt<strong>in</strong>g <strong>of</strong> aquatic vegetation and burn<strong>in</strong>g <strong>of</strong> grassland drastically reduces the amount <strong>of</strong> cover for<br />

nest<strong>in</strong>g birds. Water bird hunt<strong>in</strong>g is prohibited with<strong>in</strong> the reserve, but cont<strong>in</strong>ues on a small scale outside it. The<br />

two ma<strong>in</strong> rivers, the Gan and Xiu, are used <strong>in</strong>tensively by shipp<strong>in</strong>g (ma<strong>in</strong>ly barges and river boats). An <strong>of</strong>fice,<br />

laboratory, museum and bird observation station are located at Wucheng, and the South Ch<strong>in</strong>a Crane Research<br />

Centre and Wetland Research Centre will be established with<strong>in</strong> the site, with fund<strong>in</strong>g from the local government.<br />

Xianghai 44°52’N/122°30’E 105,470 1992<br />

Pr<strong>in</strong>cipal Features: A complex <strong>of</strong> freshwater marshes and lakes (12,441ha), wet grassland (30,396ha),<br />

Phragmites australis and Typha orientalis beds (23,644ha), sand dunes and Frax<strong>in</strong>us scrub (20,934ha),<br />

plantations (7,000ha), cultivated land (11,052ha) and 22 water storage reservoirs. The wetlands are<br />

<strong>in</strong>ter-connected by a system <strong>of</strong> irrigation canals, and are fed by three major rivers, <strong>in</strong>clud<strong>in</strong>g the Huol<strong>in</strong> and Toi<br />

L<strong>in</strong>. The lakes are shallow, and mostly permanent with fresh water, although some are seasonal and<br />

brackish/sal<strong>in</strong>e. The marshes and adjacent grassy pla<strong>in</strong>s are subject to spr<strong>in</strong>g flood<strong>in</strong>g to a depth <strong>of</strong> 3m. The site<br />

supports at least 30 species <strong>of</strong> mammal, <strong>in</strong>clud<strong>in</strong>g Canis lupus, Vulpes vulpes, Lutra lutra, Lepus tolai and<br />

Capreolus capreolus. It is also important for breed<strong>in</strong>g water birds.<br />

Conservation Issues: The wetlands are state-owned, while the surround<strong>in</strong>g areas are under state and collective<br />

ownership. The site is adm<strong>in</strong>istered by the Bai Cheng Prefectural Commissioner’s Office. There are about<br />

15,000 permanent <strong>in</strong>habitants with<strong>in</strong> the site, <strong>in</strong> 31 villages and scattered houses. These communities cultivate<br />

various crops, raise livestock and, <strong>in</strong> w<strong>in</strong>ter, cut reeds for the paper <strong>in</strong>dustry. There is also a considerable<br />

amount <strong>of</strong> fish<strong>in</strong>g <strong>in</strong> the lakes and reservoirs, and an <strong>in</strong>creas<strong>in</strong>g amount <strong>of</strong> tourism. There are no restrictions on<br />

traditional land use with<strong>in</strong> most <strong>of</strong> the site, but <strong>in</strong>tensification <strong>of</strong> farm<strong>in</strong>g, the use <strong>of</strong> pesticides and hunt<strong>in</strong>g are<br />

forbidden. Over-graz<strong>in</strong>g has resulted <strong>in</strong> severe degradation <strong>of</strong> much <strong>of</strong> the dune vegetation and <strong>in</strong>creased<br />

siltation <strong>in</strong> the wetlands. However, there are extensive replant<strong>in</strong>g programmes to stabilise the sand dunes.<br />

Reed-cutt<strong>in</strong>g rights are given to <strong>in</strong>dividuals and are not communal. This results <strong>in</strong> the <strong>in</strong>tensive harvest<strong>in</strong>g <strong>of</strong> the<br />

more mature reeds, to the detriment <strong>of</strong> nest<strong>in</strong>g birds. However, reed harvest<strong>in</strong>g generates significant local<br />

<strong>in</strong>come. A Strict Nature Sanctuary has been created <strong>in</strong> the west-central part <strong>of</strong> the site, with<strong>in</strong> which all human<br />

activities are prohibited. There has been no conservation management at the site, but a captive crane (Gruidae)<br />

breed<strong>in</strong>g programme is be<strong>in</strong>g established with<strong>in</strong> the site at the Nature Reserve headquarters. The M<strong>in</strong>istry <strong>of</strong><br />

Forestry has identified construction <strong>of</strong> a wetland research station as a priority.<br />
