The second is a Study of Key Development issues, e.g. aid policies,<br />

multinational policies affecting rural development and integral human<br />

development at people's level, North-South dialogue, etc., which could<br />

form the basis for future consensus on these issues among the DHRKAs.<br />

Also, Country Profiles, or studies of the situation and development<br />

issues at country level would help local groups to situate their efforts<br />

and identify priorities for their development efforts.<br />

CENDHRRA'S SERVICES TO THE DHRRAS AND OTHER GROUPS<br />

The services offered by the CEKDHRRA Secretariate to its partners (and<br />

other groups) can be summed up as follows:<br />

1. Linkages<br />

2. Information system<br />

3. Consultations and Referrals<br />

4. Workshops and Training<br />

5. Research and Evaluation<br />

6. Publicat ions<br />

STANDING TASKS OF THE CENDHRRA SECRETARIATE<br />

The standing tasks of the Secretariate are:<br />

1. To document the projects and activities, and areas of involvement<br />

of Asian NGOs, particularly of DHRRA network partners.<br />

2. To undertake Special Project studies.<br />

3. To prepare initial discussion papers and implementing guidelines<br />

for the Studies on Key Development Issues. Some of the topics identified<br />

are:<br />

. Aid policies of the North<br />

. North-South dialogue<br />

. Agro-industrialization and its effects on the rural poor<br />

. Integral self-reliance<br />

. Country profile studies<br />

4. Lastly, the Secretariate must set up its information system, and to<br />

be included here are:<br />

. guidelines for information gathering, to identify the types of<br />

grassroots information that are needed,<br />

. to find ways to encourage the flow of more grassroots informa-<br />

tion, to motivate more feedback from the grassroots,<br />

. to find ways to disseminate information more effectively.<br />
