GOVERNING BOARD - SPECIAL MEETING<br />
I. REGULAR MEETING - GENERAL FUNCTION<br />
August 28,2006 - 6:00 p.m. Location:<br />
Nathaniel <strong>Dysart</strong> Education Center<br />
1. Ms. Diana Bass, Governing Board President, called the meeting to order at 6:00 p.m. G<br />
Board members, constituting a quorum, were present; Ms. Bass, Mr. Planeta, Mr. Lips<br />
Mr. Otterman. Mrs. Ramirez arrived at 6:03 p.m.<br />
2. Approval of Regular <strong>Agenda</strong> Form and Consent <strong>Agenda</strong><br />
A motion by Bass/Lipscomb was entered to approve the Special<br />
and temporarily suspend any Governing Board Policy with w<br />
be inconsistent as atnended; it was noted that Mr.<br />

IV.1 Action on Public Records Request Made by The Arizona Republic for<br />
Evaluations of Administrators<br />
After discussion, a motlon by OtterrnadLipscomb was entered to deny the<br />
public records request made by the Arizona Republic and Daily-Sun News<br />
for evaluations of administrators. UNANIMOUS<br />
Mr. Charies Otterman reported that as a board member he would respect<br />
employees by supporting the~r right to privacy with respect to confidential<br />
and private personnel evaluations. Mr. Bill Lipscomb provided to the board<br />
a copy of his argument against releasing performance evaluations of<br />
administrators. In addition, Mr. Lipscomb suggested Arizona Administrative<br />
Code R-25-105 limits access to personnel records of officials and agencies of<br />
the state of Arizona which could include school officials.<br />
Dr.- Kay Hartwell-Hunnicutt, Arizona School Administrators consultant and<br />
AG professor of education law, engaged by the district to review board<br />
pdlicy was available to answer questions. Dr. Hunnicutt reported the District<br />
has two policies, CBI and GBJ, addressing confidentiality of evaluations. In<br />
addition, Dr. Hunnicutt provided background information on two cases<br />
litigated by the attorneys for The Arizona Republic involving school districts<br />
and public records.<br />
