even if you provide your own, to make sure the instrument<br />

is properly indexed.<br />

The reason there is a distinction between the type (which is used in printing<br />

the citation) and the entrysubtype (used in indexing) is that there are<br />

some instruments which are called ‘Decisions’ (or something else) but function<br />

as if they were regulations: logic dictates that they are indexed as regulations<br />

nonetheless. 40<br />

The first citation will produce the full title. Subsequent citations will simply<br />

use a shorthand (if it has been defined) or short title (if it has been defined),<br />

or will construct a title from the type and number.<br />
