instrument. It is needed to construct a short title, and,
even if you provide your own, to make sure the instrument
is properly indexed.
The reason there is a distinction between the type (which is used in printing
the citation) and the entrysubtype (used in indexing) is that there are
some instruments which are called ‘Decisions’ (or something else) but function
as if they were regulations: logic dictates that they are indexed as regulations
nonetheless. 40
The first citation will produce the full title. Subsequent citations will simply
use a shorthand (if it has been defined) or short title (if it has been defined),
or will construct a title from the type and number.

Separate virtual indices are produced for regulations (or regulation-like
instruments), directives (or directive-like instruments) and decisions (or
decision-like instruments). They are ordered chronologically and by number.
