In FY2010, the Department of Hawaiian Home<br />

Lands (DHHL) continued its focus on its five<br />

year Strategic Plan, which was readopted by<br />

the Hawaiian Homes Commission in early FY<br />

2008. All divisions within DHHL profile its<br />

operations around one or more of the five goals<br />

of the Strategic Plan. It serves as the guiding<br />

star to everything underta<strong>ke</strong>n. It is DHHL’s<br />

day-to-day <strong>ma</strong>nagement tool and a barometer<br />

to measure our progress. Most importantly,<br />

it sets the vision and future for the Hawaiian<br />

Homes Trust for generations to come.<br />

As part of the Strategic Plan, DHHL realized<br />

the need for financial education as a <strong>ke</strong>y<br />

component of rehabilitating native Hawaiians.<br />

In 2008 an additional goal was added to the<br />

Strategic Plan. This goal was to provide beneficiaries<br />

with the necessary tools for long<br />

term home ownership through the Home<br />

Ownership Assistance Program (HOAP). This<br />

program has become a central part of DHHL’s<br />

commitment to native Hawaiians. Through this<br />

program, DHHL not only builds homes, it also<br />

builds homeowners.<br />

Beyond building affordable homes and homeowners,<br />

DHHL began building homes that<br />

are affordable to live in. Building homes with<br />

solar water heating, energy-efficient lighting<br />

and appliances, and low flow water fixtures all<br />

lead to a cleaner, more sustainable and affordable<br />

lifestyle.<br />

The Hawaiian Homes Commission, in January<br />

2009, adopted the department’s Energy Policy,<br />

Ho‘o<strong>ma</strong>luō, to enable native Hawaiians and the<br />

broader community working together to lead<br />

Hawai‘i’s effort to achieve energy self-sufficiency<br />

and sustainability.<br />

DHHL continues to <strong>ma</strong><strong>ke</strong> tremendous progress<br />

as a Department, and it is positioned organizationally<br />

and strategically as a <strong>ma</strong>jor contributor<br />

to the overall well being of the state of Hawai‘i<br />

and to the native Hawaiian people. Because of<br />

the foundation that has been set, DHHL continues<br />

to fulfill its commitments to <strong>ma</strong><strong>ke</strong> life<br />

better not only for the native Hawaiians, but all<br />

the people of Hawai‘i.
