In FY2010, the Department of Hawaiian Home
Lands (DHHL) continued its focus on its five
year Strategic Plan, which was readopted by
the Hawaiian Homes Commission in early FY
2008. All divisions within DHHL profile its
operations around one or more of the five goals
of the Strategic Plan. It serves as the guiding
star to everything undertaken. It is DHHL’s
day-to-day management tool and a barometer
to measure our progress. Most importantly,
it sets the vision and future for the Hawaiian
Homes Trust for generations to come.
As part of the Strategic Plan, DHHL realized
the need for financial education as a key
component of rehabilitating native Hawaiians.
In 2008 an additional goal was added to the
Strategic Plan. This goal was to provide beneficiaries
with the necessary tools for long
term home ownership through the Home
Ownership Assistance Program (HOAP). This
program has become a central part of DHHL’s
commitment to native Hawaiians. Through this
program, DHHL not only builds homes, it also
builds homeowners.
Beyond building affordable homes and homeowners,
DHHL began building homes that
are affordable to live in. Building homes with
solar water heating, energy-efficient lighting
and appliances, and low flow water fixtures all
lead to a cleaner, more sustainable and affordable
lifestyle.
The Hawaiian Homes Commission, in January
2009, adopted the department’s Energy Policy,
Ho‘omaluō, to enable native Hawaiians and the
broader community working together to lead
Hawai‘i’s effort to achieve energy self-sufficiency
and sustainability.
DHHL continues to make tremendous progress
as a Department, and it is positioned organizationally
and strategically as a major contributor
to the overall well being of the state of Hawai‘i
and to the native Hawaiian people. Because of
the foundation that has been set, DHHL continues
to fulfill its commitments to make life
better not only for the native Hawaiians, but all
the people of Hawai‘i.
