HOME OWNERSHIP ASSISTANCE<br />

PROGRAM<br />

The purpose of the Home Ownership Assistance Program (HOAP)<br />

is to prepare and equip Native Hawaiians for homeownership.<br />

HOAP offers three (3) vehicles to address barriers that Native<br />

Hawaiians <strong>ma</strong>y face in achieving homeownership or preserving<br />

their home: Financial Literacy Services, Job Training and Placement<br />

Services, and Social Services.<br />

The cost of homeownership in the state of<br />

Hawai‘i is not cheap. Over the past 10 years,<br />

we have seen Hawai‘i house prices skyroc<strong>ke</strong>t.<br />

As the availability of affordable housing<br />

for Hawai‘i families continues to decline, the<br />

Department has ta<strong>ke</strong>n the lead to develop affordable<br />

homeownership for its beneficiaries.<br />

Understanding that homeownership can <strong>ma</strong><strong>ke</strong><br />

a tremendous positive difference for a native<br />

Hawaiian family, DHHL is changing its approach<br />

to homeownership through HOAP.<br />

HOAP helps existing homeowners retain their<br />

property should a financial crisis impact their<br />

lives. Since the program began in 2004, 7,127<br />

participants have enrolled in 412 homebuyer<br />

education courses statewide and more than<br />

6,200 families are working with a counselor.<br />
