On behalf of the Hawaiian Homes Commission and the staff of the Department of Hawaiian<br />

Home Lands, I am pleased to submit the Department of Hawaiian Home Lands 2010 Annual<br />

Report covering the period from July 1, 2009 to June 30, 2010.<br />

This annual report details the period of time just prior to my appointment as Chair<strong>ma</strong>n. It sets<br />

the building blocks upon which we will move the department forward to fulfill Prince Jonah<br />

Kūhiō Kalaniana‘ole’s vision through the Hawaiian Homes Commission Act. ‘O <strong>ke</strong> <strong>kahua</strong> <strong>ma</strong><br />

<strong>mua</strong>, <strong>ma</strong> <strong>hope</strong> <strong>ke</strong> <strong>kūkulu</strong> -- first the foundation, then the building.<br />

The Department of Hawaiian Home Lands is a trust for the benefit of the native Hawaiian<br />

people looking to return to their ancestral lands. We must clearly understand the needs of our<br />

beneficiaries in order to provide them with viable homesteading opportunities. By developing<br />

diverse opportunities, beyond single-family homes, and through programs such as our successful<br />

Home Ownership Assistance Program, we will provide greater access for beneficiaries to attain<br />

and <strong>ma</strong>intain their homesteads. The department is committed to creating vibrant communities.<br />

As chair<strong>ma</strong>n, I am eager to move forward, build partnerships and work to be a true servant to<br />

beneficiaries of this trust. Mahalo to you and the members of the Hawaii State Legislature for<br />

your continued support of Native Hawaiians.<br />
