The Operating Forces budget activity provides funding for day-to-day <strong>operation</strong>s <strong>of</strong> <strong>the</strong> ground <strong>and</strong> air units, installations, <strong>and</strong><br />

Soldiers required for <strong>the</strong> training <strong>and</strong> readiness <strong>of</strong> combat elements. This budget activity consists <strong>of</strong> three activities: L<strong>and</strong> Forces,<br />

L<strong>and</strong> Forces Readiness, <strong>and</strong> L<strong>and</strong> Forces Readiness Support.<br />

L<strong>and</strong> Forces provides for <strong>the</strong> resourcing <strong>of</strong> <strong>the</strong> ground <strong>and</strong> air operating tempo (OPTEMPO) training for all Brigade Combat Teams<br />

(BCTs), modular support brigades, echelons above brigade, <strong>the</strong>ater level assets, l<strong>and</strong> forces <strong>operation</strong>s support, aviation assets, <strong>and</strong><br />

special <strong>operation</strong>s forces. The L<strong>and</strong> Forces Readiness activity funds training support centers, training areas, ranges <strong>and</strong> <strong>operation</strong>s,<br />

battle simulation centers, <strong>and</strong> active component support to <strong>the</strong> reserve components; <strong>and</strong> <strong>the</strong> depot level <strong>maintenance</strong> for hardware,<br />

s<strong>of</strong>tware, <strong>and</strong> equipment associated with Army weapons systems. L<strong>and</strong> Forces Readiness Support provides for <strong>the</strong> Active Army's<br />

installation services worldwide; ensuring an environment in which Soldiers, civilians <strong>and</strong> families can thrive, <strong>and</strong> provides a structure<br />

that supports an expeditionary Army with information <strong>and</strong> community services, municipal services, logistics, <strong>and</strong> security; maintains<br />

<strong>and</strong> sustains <strong>the</strong> Army's facilities, restores facilities to industry st<strong>and</strong>ards; <strong>and</strong> modernizes facilities to meet <strong>the</strong> full range <strong>of</strong> tasks<br />

necessary to provide relevant <strong>and</strong> ready l<strong>and</strong> power for this Nation; finances <strong>the</strong> day-to-day <strong>operation</strong>s <strong>of</strong> Army Management<br />

Headquarters activities as well as <strong>the</strong> three assigned Geographic Combatant Comm<strong>and</strong>s' core <strong>and</strong> direct missions.<br />

After accounting for pricing <strong>of</strong> $239 million, <strong>the</strong>re was an overall decrease to programs <strong>of</strong> $1,573 million due to two factors; reducing<br />

force structure <strong>and</strong> moving funding associated with <strong>operation</strong>s <strong>and</strong> <strong>maintenance</strong> above 490,000 end strength to <strong>the</strong> Overseas<br />

Contingency Operations request.<br />

The Army continues <strong>the</strong> Combined Arms Training Strategy (CATS) to support decisive actions. The Army has refined its training<br />

strategy to incorporate a 2-year (24 months) Army Force Generation (ARFORGEN) cycle <strong>and</strong> to leverage more constructive, virtual,<br />

<strong>and</strong> blended training capabilities in order to generate ready forces. CATS supports a wide range <strong>of</strong> missions including regular <strong>and</strong><br />

irregular warfare against conventional <strong>and</strong> hybrid threats; providing humanitarian assistance, both home <strong>and</strong> abroad; engaging with<br />
