Examining<br />

RECRUITING, ADVERTISING, AND EXAMINING<br />

Examining funds provide support for <strong>the</strong> U.S. Military Entrance Processing Comm<strong>and</strong> (MEPCOM), which operates 65 Military<br />

Entrance Processing Stations (MEPS) <strong>and</strong> 468 Military Examining Test Sites (METS). This joint-Service organization screens<br />

individuals for medical <strong>and</strong> moral qualifications <strong>and</strong> aptitude, <strong>and</strong> <strong>the</strong>n administratively processes <strong>the</strong>m into all <strong>of</strong> <strong>the</strong> Armed Services.<br />

During mobilization, <strong>the</strong> comm<strong>and</strong> processes persons called to active duty from <strong>the</strong> Individual Ready Reserve, as well as conscripts<br />

inducted via <strong>the</strong> Selective Service System (SSS). As <strong>the</strong> DoD Executive Agent for <strong>the</strong> MEPCOM, <strong>the</strong> Army provides funding <strong>and</strong><br />

civilian personnel resources for <strong>operation</strong> <strong>of</strong> <strong>the</strong> MEPS <strong>and</strong> <strong>the</strong> METS, administration <strong>of</strong> <strong>the</strong> Armed Services Vocational Aptitude<br />

Battery (ASVAB) for both <strong>the</strong> production <strong>and</strong> student (high school) testing programs, <strong>and</strong> <strong>the</strong> MEPCOM’s Information Technology<br />

(IT) requirements. The Air Force provides funding for an Air Force specific strength aptitude test program. This Air Force program<br />

provides a gender neutral test to ensure personnel are capable <strong>of</strong> performing <strong>the</strong>ir duties, <strong>the</strong>refore reducing accidents <strong>and</strong> injuries due<br />

to overexertion <strong>and</strong> alleviating attrition in strenuous jobs.<br />

The Defense Health Program finances <strong>the</strong> medical activities in <strong>the</strong> MEPS, primarily <strong>the</strong> examination <strong>of</strong> applicants to determine <strong>the</strong>ir<br />

medical qualifications for enlistment in <strong>the</strong> Armed Forces. In addition, <strong>the</strong> Defense Health Program includes funds for <strong>the</strong> DoD<br />

Medical Evaluation Review Board, which schedules <strong>and</strong> reviews physical examinations for <strong>the</strong> Service Academies <strong>and</strong> for <strong>the</strong><br />

Reserve <strong>Office</strong>rs Training Corps (ROTC) scholarship program.<br />

The FY 2014 Examining program reflects an increase <strong>of</strong> $24 million. This amount is <strong>the</strong> net result <strong>of</strong> a 3.0 million increase for price<br />

growth <strong>and</strong> a $20.9 million program increase. The increase reflects increased support to <strong>the</strong> Military Entrance Processing Comm<strong>and</strong><br />

Integrated Resource System due to replacement schedule delays; replacement equipment for communications <strong>and</strong> information<br />

technology; <strong>and</strong> increased production testing <strong>and</strong> examining workload.<br />
