• The Information Warfare Planning Cape (IWPC) was intended to be a suite <strong>of</strong> tools for <strong>the</strong> Joint/Combined Force Air Component<br />

Comm<strong>and</strong>er (J/CFACC) for strategy development <strong>and</strong> planning. Instead, <strong>the</strong> Air force terminated sustainment <strong>and</strong> RDT&E<br />

funding for <strong>the</strong> IWPC <strong>and</strong> will rely on project Suter, which meets several <strong>of</strong> <strong>the</strong> key performance parameters <strong>of</strong> IWPC, <strong>and</strong> <strong>the</strong><br />

current capability <strong>of</strong> telescope network nodal analysis application. (FY 2014, $-5 million; FYDP, $-24 million).<br />

• The monthly military personnel appropriation stipend for all cadets enrolled in <strong>the</strong> Air Force ROTC was reduced from current<br />

levels to <strong>the</strong> authorized minimum <strong>of</strong> $250 (freshmen), $300 (sophomores), <strong>and</strong> $400 for juniors <strong>and</strong> seniors.<br />

(FY 2014, $-5 million; FYDP, $-24 million).<br />

• The <strong>operation</strong>s <strong>and</strong> <strong>maintenance</strong> enhancement funding in <strong>the</strong> Language <strong>and</strong> Culture program for textbooks within <strong>the</strong> Air Force<br />

JROTC detachments was reduced to historical need. (FY 2014, $-0 million; FYDP, $-21 million).<br />

• The Air Force reduced RDT&E funds related to C-17 production efficiencies, lower costs for many modifications, excess Weapon<br />

System Trainer funding, <strong>and</strong> ending <strong>the</strong> fuel efficiency research efforts. (FY 2014, $-0.1 billion; FYDP, $-0.2 billion).<br />

• The Air Force will delay Intercontinental ballistic missile (ICBM) fuse modernization by one year; procurement <strong>of</strong> Mk21 arming<br />

<strong>and</strong> fusing assemblies will begin in FY 2019 with full rate production planned in FY 2021. (FY 2014, $-0 million;<br />

FYDP, $-0.2 billion).<br />

• The Air Force cancelled <strong>the</strong> upgrade to <strong>the</strong> integrated correlation <strong>and</strong> display system (ICADS 7) but retains funds to fly-out current<br />

constellation with technological refresh for ground stations. (FY 2014, $-5 million; FYDP, $-0.2 billion).<br />

• The Air Force terminated funding for a portion <strong>of</strong> Distributed Comm<strong>and</strong> <strong>and</strong> Control Nodes (DC2Ns). (FY 2014, $-2 million;<br />

FYDP, $-63 million).<br />

• The Air Force combined C-130J upgrades for block 7.0 <strong>and</strong> 8.1 modifications <strong>and</strong> begins installation in FY 2018, thus delaying<br />

requirements for procurement funding <strong>and</strong> allowing adequate time to ensure systems operate at designed capability.<br />

(FY 2014, $-52 million; FYDP, $-0.1 billion).<br />

• The Air Force reduced RDT&E <strong>and</strong> Procurement funding for Communication Navigation Surveillance/Air Traffic Management<br />

(CNS/ATM) upgrades through FY 2018 <strong>and</strong> maintains funding for 8.33 Khz radios <strong>and</strong> enhanced mode-S on <strong>the</strong> remaining<br />

184 mobility air force C-130H aircraft. (FY 2014, $-27 million; FYDP, $-0.2 billion).<br />
