Comm<strong>and</strong>, control, <strong>and</strong> communications (C3) resources provide seamless base level <strong>and</strong> worldwide communication networks for<br />

voice, data, <strong>and</strong> imagery traffic <strong>of</strong> sufficient quality, reliability, <strong>and</strong> flexibility to ensure responsive support to U.S. forces. This<br />

information infrastructure contains communications networks, computers, s<strong>of</strong>tware, databases, applications, data, security services,<br />

<strong>and</strong> o<strong>the</strong>r capabilities that meet <strong>the</strong> information processing <strong>and</strong> transport needs <strong>of</strong> DoD users. The C3 program specifically funds<br />

telecommunications systems, leased circuits, <strong>and</strong> o<strong>the</strong>r services necessary for information transfer, messaging <strong>operation</strong>s, <strong>and</strong><br />

equipment associated with sending <strong>and</strong> receiving communications transmissions. Additionally, this program funds efforts to integrate<br />

comm<strong>and</strong> <strong>and</strong> control systems with communications to support <strong>the</strong> information needs <strong>of</strong> field comm<strong>and</strong>ers. The FY 2014 budget<br />

request <strong>of</strong> $5,729.0 million includes price increases <strong>of</strong> $103.0 million <strong>and</strong> program decreases <strong>of</strong> $335.9 million (6 percent) below <strong>the</strong><br />

FY 2013 funding level.<br />
