evaluated continually, based upon <strong>the</strong> changing drug threat <strong>and</strong> participating nations’ needs. The FY 2014 request represents a<br />

decrease <strong>of</strong> $60.8 million from <strong>the</strong> FY 2013 base request, or a 6% reduction. The majority <strong>of</strong> <strong>the</strong> decreases are to domestic programs<br />

carried out by <strong>the</strong> National Guard, foreign capacity building programs managed by <strong>the</strong> Geographic Combatant Comm<strong>and</strong>s, <strong>and</strong> <strong>the</strong><br />

elimination <strong>of</strong> legacy air domain awareness radars.<br />

INTERNATIONAL SUPPORT:<br />

Situation: There is also a robust barter system between drug <strong>and</strong> weapons brokers <strong>and</strong> <strong>the</strong> direct use <strong>of</strong> drug proceeds to fund arms<br />

purchases. The exchange <strong>of</strong> narcotics for arms solves several key problems for <strong>the</strong> parties: barter arrangements potentially allow both<br />

sides to gain <strong>the</strong> most advantageous deals, reduce <strong>the</strong> need to launder funds, permit more efficient use <strong>of</strong> transportation means,<br />

minimize <strong>the</strong> number <strong>of</strong> trading partners <strong>and</strong> related vulnerabilities, <strong>and</strong> make <strong>the</strong> most efficient use <strong>of</strong> corrupt contacts among<br />

relevant security forces.<br />

Strategy: DoD has exp<strong>and</strong>ed its CN mission to include targeting those terrorists organizations worldwide that use <strong>the</strong> proceeds <strong>of</strong><br />

narcotics trafficking to support terrorist activities. In order to support <strong>the</strong> overseas contingency <strong>operation</strong>s, DoD will direct its<br />

resources to regions where terrorists benefit from illicit drug revenue or use drug smuggling systems. DoD CN efforts enable <strong>the</strong><br />

United States to:<br />

• Defeat Terrorist networks: CN efforts deny terrorists a key source <strong>of</strong> financing<br />

• Defend <strong>the</strong> homel<strong>and</strong> in depth: CN efforts provide detection, monitoring <strong>and</strong> interdiction <strong>of</strong> threats moving toward Continual<br />

United States<br />

• Shape <strong>the</strong> choices <strong>of</strong> countries at <strong>the</strong> strategic crossroads: CN efforts streng<strong>the</strong>n alliances with partner nations by reducing<br />

transnational hazards including terrorism <strong>and</strong> crime<br />

• Conduct irregular warfare <strong>and</strong> stabilization, security, transition <strong>and</strong> reconstruction <strong>operation</strong>s: CN efforts place US forces in<br />

partner nations, providing training, equipment <strong>and</strong> infrastructure required to build <strong>the</strong>ir capacity<br />

• Conduct strategic engagement: CN efforts provide mil-to-mil <strong>and</strong> mil-to-civ engagement opportunities<br />

• Enable host countries to provide good governance: CN efforts allow partner nations to gain control <strong>of</strong> <strong>the</strong>ir borders <strong>and</strong><br />

ungoverned spaces<br />
