PRISONER OF WAR AND MISSING PERSONNEL AFFAIRS<br />

(POW/MPA) PROGRAMS<br />

The Department <strong>of</strong> Defense supports a multifaceted effort to recover <strong>and</strong> account for missing personnel from previous <strong>and</strong> current<br />

military <strong>operation</strong>s. Policy control <strong>and</strong> oversight is provided by <strong>the</strong> Defense Prisoner <strong>of</strong> War/Missing Personnel <strong>Office</strong> (DPMO)<br />

within <strong>the</strong> <strong>Secretary</strong> <strong>of</strong> Defense’s <strong>of</strong>fice. Research, field investigations, <strong>and</strong> recovery efforts are directed by <strong>the</strong> Joint POW/MIA<br />

Accounting Comm<strong>and</strong> (JPAC), under <strong>the</strong> Comm<strong>and</strong>er, Pacific Comm<strong>and</strong>, <strong>and</strong> funded through <strong>the</strong> Navy. Assistance in providing<br />

identification <strong>of</strong> remains is provided by <strong>the</strong> Armed Forces DNA Identification Laboratory (AFDIL), managed by <strong>the</strong> Army, <strong>and</strong> <strong>the</strong><br />

Air Force Life Sciences Equipment Laboratory (LSEL), funded by <strong>the</strong> Air Force.<br />

This exhibit is a summary <strong>of</strong> POW/MPA programs contained in <strong>the</strong> following component budgets:<br />

• Operation <strong>and</strong> Maintenance, Defense-Wide (OMDW), Budget Activity 4, Defense Prisoner <strong>of</strong> War Missing Personnel <strong>Office</strong><br />

(DPMO) funds DPMO’s mission that includes <strong>the</strong> Vietnam War, World War II, <strong>the</strong> Korean War, <strong>and</strong> <strong>the</strong> Cold War. Specifically,<br />

funding will be used for personnel, <strong>of</strong>fice space, travel, computers, <strong>and</strong> technology refreshes <strong>and</strong> support.<br />

• Operation <strong>and</strong> Maintenance, Navy (OMN), Budget Activity 1, Combatant Comm<strong>and</strong>er’s Direct Mission Support (includes Joint<br />

POW/MIA Accounting Comm<strong>and</strong> (JPAC)). FY 2012 through FY 2018 requirement <strong>and</strong> budget estimates reflect increased<br />

capacity required to meet <strong>the</strong> 2010 National Defense Authorization Act (NDAA) direction to complete 200 personnel<br />

identifications per year by FY 2015.<br />

• Operation <strong>and</strong> Maintenance, Army (OMA), Budget Activity 4, O<strong>the</strong>r Personnel Support (includes Armed Forces DNA<br />

Identification Laboratory (AFDIL)). Specifically, funding will be used for DNA sample testing <strong>and</strong> related personnel <strong>and</strong><br />

equipment replacement costs.<br />

• Operation <strong>and</strong> Maintenance, Air Force (OMAF), Budget Activity 4, Logistics Operations (includes USAF LSEL). Specifically,<br />

funding will be used for scientific analysis <strong>of</strong> aircraft <strong>and</strong> military life support equipment in support <strong>of</strong> aircraft mishaps <strong>and</strong><br />

National Accountability Mission <strong>operation</strong>s.<br />

This exhibit complies with Section 563 <strong>of</strong> <strong>the</strong> John Warner National Defense Authorization Act for Fiscal Year 2007, Annual Budget<br />

Display <strong>of</strong> Funds for POW/MIA Activities <strong>of</strong> <strong>the</strong> Department <strong>of</strong> Defense, as codified in Section 234 <strong>of</strong> Chapter 9 <strong>of</strong> Title 10 <strong>of</strong> <strong>the</strong><br />

United States Code.<br />
