• The Army terminated <strong>the</strong> development <strong>and</strong> procurement <strong>of</strong> an anti-vehicular alternative variant <strong>of</strong> h<strong>and</strong>-emplaced, recoverable,<br />

networked ammunition (man-in-<strong>the</strong>-loop) within <strong>the</strong> spider apla remote control unit program. (FY 2014, $- 0 million;<br />

FYDP, $-32 million).<br />

• The Army revised <strong>the</strong> acquisition strategy for an organic, unmanned, aerial system at division level that conducts reconnaissance,<br />

surveillance <strong>and</strong> target attacks. (FY 2014, $-0.2 billion; FYDP, $-0.3 billion).<br />

• The Army terminated <strong>the</strong> development <strong>of</strong> <strong>the</strong> rotary-wing unmanned, Vertical Take-<strong>of</strong>f <strong>and</strong> L<strong>and</strong>ing (VTOL) aircraft system not<br />

conducive to st<strong>and</strong>ard airfields but forward-deployable to support extended <strong>operation</strong>s in austere environments.<br />

(FY 2014, $-51 million; FYDP, $-0.5 billion).<br />

• Procurement <strong>of</strong> <strong>the</strong> Army's tactical communication system (WIN-T Increment 2 spares) that provides Soldiers with high-speed,<br />

high-capacity voice, data <strong>and</strong> video communications on-<strong>the</strong>-move was delayed. (FY 2014, $-0 million; FYDP, $-24 million).<br />

• Funding was eliminated for <strong>the</strong> Navy’s Organic Airborne <strong>and</strong> Surface Influence Sweep (OASIS) procurement in FY 2014 by<br />

eliminating three minesweeping systems. MH-60S helicopter towing missions were also terminated. The OASIS was terminated<br />

in favor <strong>of</strong> a more capable system, <strong>the</strong> Unmanned Influence Sweep System (UISS), which increases time on station <strong>and</strong> has a<br />

greater clearance rate than OASIS. (FY 2014, $-18 million; FYDP, $-87 million).<br />

• The Department <strong>of</strong> Navy re-phased <strong>the</strong> SM-6 procurement ramp for affordability <strong>and</strong> to align with installation <strong>of</strong> ACB-12 <strong>and</strong><br />

higher Aegis platforms. (FY 2014, $-58 million; FYDP, $-0.7 billion).<br />

• The funding pr<strong>of</strong>ile for <strong>the</strong> Navy UCLASS was adjusted to attain initial operating capability (IOC) by 2020.<br />

(FY 2014, $+18 million; FYDP, $-0.3 billion).<br />

• Funding reductions in <strong>the</strong> Navy's F-18 power <strong>and</strong> propulsion program targeted near term reliability <strong>and</strong> long term redesign efforts.<br />

(FY 2014, $-1 million; FYDP, $-0.1 billion).<br />

• Reductions to <strong>the</strong> Navy's FA-18 legacy hornet service life extension program (SLEP) were based on a change from SLEP to high<br />

flight hour inspections. (FY 2014, $-48 million; FYDP, $-0.6 billion)<br />

• The Navy reduced <strong>the</strong> quantity <strong>of</strong> MQ-8 unmanned helicopters it expected to purchase (FY 2014, $-0 million; FYDP,<br />

$-0.4 billion).<br />
