million for facilities demolition; $28.9 million for Global Combat Support System - Marine Corps; $18.7 million for Marine<br />

Expeditionary Unit; $17 million for Marine Corps Civilian Law Enforcement Program; $17 million for warfighter <strong>and</strong> family services;<br />

$14.8 million for electronics <strong>and</strong> communications systems; $14.1 million for combat <strong>operation</strong>s center; $13.2 million for amphibious<br />

vehicles; $12.8 million for <strong>the</strong> aviation plan; <strong>and</strong> $12.7 million for construction equipment.<br />

The Operating Forces program decreases by $-431.1 million. The significant decreases include: $-135 million for energy<br />

investment; $-66.5 million for equipment <strong>maintenance</strong>; $-27.7 million for Next Generation Enterprise Network; $-21.2 million for<br />

management efficiencies; $-18.7 million for collateral equipment; $-17.9 million for construction equipment; $-13 million for Defense<br />

Posture Review Initiative; $-12.9 million for utilities; $-11.5 million for combat vehicles; $-11.2 million for maritime prepositioning<br />

force restructuring; <strong>and</strong> $-10 million for <strong>maintenance</strong> efficiencies.<br />

The Training <strong>and</strong> Recruiting budget activity funds recruiting, advertising, basic <strong>and</strong> specialized training, training ranges, <strong>and</strong><br />

educating Marines. The Marine Corps recruits <strong>and</strong> trains approximately 30,000 enlisted applicants <strong>and</strong> 2,600 <strong>of</strong>ficer c<strong>and</strong>idates per<br />

year. This budget activity finances activities for six recruiting districts <strong>and</strong> initial training for new Marines, <strong>of</strong>ficer <strong>and</strong> enlisted, from<br />

basic training to military occupational specialized training. Enlisted Marines begin <strong>the</strong>ir training accession at one <strong>of</strong> two Marine<br />

Corps Recruit Depots, where <strong>the</strong>y will transition from private citizens into Marines. Training includes indoctrination into Marine<br />

Corps ethos, physical, leadership, <strong>and</strong> basic military skills training designed to prepare new enlisted Marines for assignment to<br />

Operating Forces units, both afloat <strong>and</strong> ashore. <strong>Office</strong>r c<strong>and</strong>idates begin <strong>the</strong>ir basic training at <strong>the</strong> <strong>Office</strong>r C<strong>and</strong>idate School (OCS)<br />

located at Quantico, Virginia. <strong>Office</strong>r acquisition includes training c<strong>and</strong>idates for appointment as commissioned <strong>of</strong>ficers in <strong>the</strong><br />
