DRUG INTERDICTION AND COUNTERDRUG ACTIVITIES, DEFENSE<br />

DEMAND REDUCTION:<br />

Situation: Illegal drugs are readily available to Department <strong>of</strong> Defense service <strong>and</strong> civilian members; <strong>the</strong> use is incompatible with<br />

<strong>the</strong>ir military mission <strong>and</strong> responsibilities in security sensitive positions.<br />

Strategy: The Department’s approach emphasizes prevention <strong>of</strong> drug use through pre-accession <strong>and</strong> r<strong>and</strong>om drug testing, anti-drug<br />

education <strong>and</strong> outreach programs. Emphasis is placed on deterring drug use, to include <strong>the</strong> misuse <strong>of</strong> prescription medications,<br />

through cost effective drug testing with appropriate consequences for members who are identified as drug users. The Department<br />

r<strong>and</strong>omly tests all military members at a minimum rate <strong>of</strong> one test per year per member <strong>and</strong> civilian employees in testing designated<br />

positions once every two years.<br />

SUMMARY OF FY 2014 FUNDING REQUEST:<br />

International Support ($505.5 million): The FY 2014 request includes a decrease <strong>of</strong> $25.5 million for International Support from<br />

FY 2013. Counter-narcoterrorism programs support efforts in <strong>the</strong> U.S. Central Comm<strong>and</strong>, U.S. Sou<strong>the</strong>rn Comm<strong>and</strong>, U.S. Pacific<br />

Comm<strong>and</strong>, U.S. Nor<strong>the</strong>rn Comm<strong>and</strong> (Mexico), U.S. Africa Comm<strong>and</strong> <strong>and</strong> U.S. European Comm<strong>and</strong> Areas <strong>of</strong> Responsibilities<br />

(AORs) to detect, interdict, disrupt or curtail activities related to substances, material, weapons or resources used to finance, support,<br />

secure, cultivate, process or transport illegal drugs. CN funds will support <strong>operation</strong>s in <strong>the</strong>se AORs, including Section 1033 support;<br />

detection <strong>and</strong> monitoring platforms <strong>and</strong> assets; <strong>and</strong> AOR Comm<strong>and</strong> <strong>and</strong> Control support, including <strong>operation</strong>s <strong>of</strong> Joint-Interagency<br />

Task Forces West <strong>and</strong> South.<br />

Intelligence <strong>and</strong> Technology Support ($188.2 million): The FY 2014 request includes a decrease <strong>of</strong> $7.1 million for Intelligence<br />

<strong>and</strong> Technology Support from FY 2013. Intelligence programs collect, process, analyze, <strong>and</strong> disseminate information required for<br />

counter-narcoterrorism <strong>operation</strong>s. Technology programs increase <strong>the</strong> Department’s abilities to target narco-terrorist activity. CN<br />

funds will provide counter-narcoterrorism intelligence support <strong>and</strong> analysis; signals intelligence (SIGINT) collection <strong>and</strong> processing;<br />

Military Service <strong>and</strong> Special Operations comm<strong>and</strong> <strong>and</strong> control programs; <strong>and</strong> CN Technology efforts.<br />

Domestic Support ($122.3 million): The FY 2014 request includes a decrease <strong>of</strong> $40.9 million for Domestic Support from FY 2013.<br />

This funding will continue to support federal, state <strong>and</strong> local drug law enforcement agencies (DLEAs) requests for domestic<br />

<strong>operation</strong>al <strong>and</strong> logistical support, <strong>and</strong> will assist <strong>the</strong> DLEAs in <strong>the</strong>ir efforts to reduce drug-related crime. Specifically, funds will<br />

support <strong>the</strong> portion <strong>of</strong> <strong>the</strong> National Guard State Plans that supports domestic law enforcement efforts <strong>and</strong> counter-narcoterrorism<br />

schools. Funds will also provide Domestic Operational Support, such as US Nor<strong>the</strong>rn Comm<strong>and</strong> (NORTHCOM) counter-<br />
