M.SC. IN PUBLIC SECTOr MANAgEMENT<br />

<strong>The</strong> Aims and Objectives<br />

<strong>The</strong> overall purpose <strong>of</strong> this programme is to streng<strong>the</strong>n and<br />

enhance <strong>the</strong> capacity <strong>of</strong> <strong>of</strong>ficers in <strong>the</strong> public sector to engage in<br />

effective strategic leadership and management in this sector.<br />

Specifically, <strong>the</strong> objectives <strong>of</strong> <strong>the</strong> programme will be :<br />

• To develop and streng<strong>the</strong>n <strong>the</strong> leadership and management<br />

capabilities <strong>of</strong> higher level public <strong>of</strong>ficers to facilitate <strong>the</strong><br />

effective delivery <strong>of</strong> high quality public services.<br />

• To improve productivity and performance measures within<br />

<strong>the</strong> Ministries and for <strong>the</strong> public sector as a whole.<br />

• To enhance <strong>the</strong> strategic planning, monitoring and<br />

evaluation functions <strong>of</strong> <strong>the</strong> public sector.<br />

• To enhance <strong>the</strong> capacity <strong>of</strong> staff to engage in continuous<br />

improvement and reform <strong>of</strong> <strong>the</strong> system in <strong>the</strong> public<br />

sector.<br />

• To deepen understanding <strong>of</strong> <strong>the</strong> evolutionary dimensions <strong>of</strong><br />

public sector issues in <strong>the</strong> Caribbean, and specific contextual<br />

trends and concern in <strong>the</strong> field.<br />

• To provide <strong>the</strong> skills for understanding and addressing <strong>the</strong><br />

universalities <strong>of</strong> organisation and behaviour in <strong>the</strong> public<br />

sector.<br />

• Identifying, assessing and targeting existing and emerging<br />

public sector needs in geographic, socio-economic and o<strong>the</strong>r<br />

distinct user groups.<br />

Entry requirements<br />

Applicants for <strong>the</strong> programme must satisfy <strong>the</strong> general <strong>University</strong><br />

regulations governing admission to a higher degree and must<br />

possess:<br />

• A Bachelor’s degree (second class honours or above).<br />

• Any o<strong>the</strong>r equivalent qualifications<br />

Short listed candidates may be required to attend an interview<br />

to determine final acceptance.<br />

<strong>St</strong>ructure <strong>of</strong> Programme<br />

Evening <strong>University</strong><br />

Duration <strong>of</strong> <strong>St</strong>udy<br />

Four (4) semesters<br />

No. <strong>of</strong> Credits required:<br />

36 (from ten taught courses and a Practicum worth 6 credits)<br />

<strong>The</strong> Practicum is intended to allow students to apply <strong>the</strong><br />

knowledge gained in <strong>the</strong> various courses to a real-world<br />

administrative situation within <strong>the</strong>ir work environment.<br />

<strong>The</strong> programme will be delivered over a period <strong>of</strong> four semesters<br />

and will include one course and practicum in <strong>the</strong> fourth semester.<br />

<strong>The</strong> entire programme will be conducted at <strong>the</strong> <strong>St</strong>. <strong>Augustine</strong><br />

Campus <strong>of</strong> <strong>The</strong> <strong>University</strong> <strong>of</strong> <strong>the</strong> <strong>West</strong> <strong>Indies</strong>.<br />

Evaluation and Examinations<br />

Each course will be evaluated on <strong>the</strong> basis <strong>of</strong> a mid-term<br />

examination or coursework assignment (including class<br />

participation and presentations) and a final examination.<br />

Provisions will be made for those persons who may be required<br />

to repeat examinations.<br />
