COUrSE DESCrIPTION: This course allows for an in-depth<br />

understanding <strong>of</strong> how human behaviour in organisations<br />

(particularly, Public Service organisations in both Commonwealth<br />

and English speaking Caribbean countries) influences and<br />

is influenced by organisational policy and strategy, human<br />

resource management policy and practice and external<br />

environmental factors.<br />

<strong>The</strong> issues addressed in <strong>the</strong> course will take account <strong>of</strong> <strong>the</strong><br />

changing global environment and <strong>the</strong> modes <strong>of</strong> adaptation<br />

by individual and groups, bearing in mind <strong>the</strong> organisational<br />

and people goals, needs and interests. Specific attention will<br />

be paid to <strong>the</strong> opportunities and challenges for small island<br />

development states in <strong>the</strong> Caribbean as a result <strong>of</strong> globalisation<br />

and <strong>the</strong> need to ‘think global, while acting local’.<br />

COURSE TITLE: HUMAN RESOURCE MANAGEMENT<br />

COUrSE DESCrIPTION: People are vital to economic and<br />

social development. <strong>The</strong> skills, expertise and attitudes <strong>of</strong><br />

<strong>the</strong> workforce are prerequisite for an organisation’s ability<br />

to adapt to a changing environment. Investing in human<br />

capital through <strong>the</strong> human resource management function<br />

in public sector management, <strong>of</strong>fers long-term benefits to <strong>the</strong><br />

population through improved economic growth; productivity<br />

and competitiveness; social and economic development;<br />

better employment and career prospects; better income and<br />

quality <strong>of</strong> life; and equality <strong>of</strong> opportunities. Human resource<br />

management also helps public sector employees to be more<br />

flexible and mobile, able to adapt to pervasive technological<br />

and structural changes in today’s globalised world.<br />

COURSE TITLE: ACCOUNTING, BUDGETING AND FINANCIAL<br />

MANAGEMENT<br />

COUrSE DESCrIPTION: Public, Not-for-Pr<strong>of</strong>it and Private<br />

(Commercial) entities all need to report key stakeholders on<br />

<strong>the</strong>ir financial and economic activities. <strong>The</strong>y also need financial<br />

information to facilitate efficient and effective management <strong>of</strong><br />

<strong>the</strong>ir resources in <strong>the</strong> pursuit <strong>of</strong> strategic objectives (desired<br />

outcomes). This course focuses on issues in Public Sector<br />

Accounting and examines contemporary issues in <strong>the</strong> field.<br />

Emphasis will be placed on aspects <strong>of</strong> financial and managerial<br />

accounting that are critical for <strong>the</strong> effective discharge <strong>of</strong><br />

<strong>the</strong> planning, decision-making, control and performance<br />

evaluation functions <strong>of</strong> senior public <strong>of</strong>ficers. <strong>The</strong> course also<br />

explores elements <strong>of</strong> both Public Service Accounting and <strong>St</strong>ate<br />

Enterprises Accounting including: <strong>the</strong> nature and purpose<br />

<strong>of</strong> financial and managerial accounting, and <strong>the</strong> accounting<br />

systems <strong>of</strong> state enterprises, central and local government and<br />

similar bodies, public sector auditing, and emerging issues in<br />

public sector management.<br />

COURSE TITLE: POLICY ANALYSIS AND MANAGEMENT<br />

NO. OF CREDITS: 3<br />

COUrSE DESCrIPTION: <strong>The</strong> course examines <strong>the</strong> way in which<br />

public policy is made and implemented. It explores <strong>the</strong> major<br />

debates, both <strong>the</strong>oretical and applied, that frame contemporary<br />

discussions about administrative management processes <strong>of</strong><br />

public policy making, and examines <strong>the</strong> impact <strong>of</strong> competing<br />

conceptions, normative perspectives and methods on concepts<br />

such as governance, globalisation ethics/corruption, privatisation,<br />

efficiency, effectiveness, <strong>the</strong> new public management and o<strong>the</strong>r<br />

public administration issues.<br />
