Professor Riefler must have been buoyed by some hope that Mr.<br />

Stevart would soon decide whether he would wr.e to the <strong>Institute</strong>. He<br />

spparently vieved the prospect vith mixnd feelings, as vell he might.<br />

However, there is no doubt that he looked upon his <strong>for</strong>mer college pro-<br />

fessor as a great and creative economist, whose return to academic life<br />

could make a vast difference in knowledge of the field. But after Mr.<br />

Stewart cane, the realization was disappointing, <strong>for</strong> reasons which vill<br />

be discussed later. Riefler was glad to be called to Washington to draft<br />

the plan <strong>for</strong> Economic Warfare, and then to administer the program as<br />

Minister to England from 1942 to 1944.<br />

Relations between Professor Mitrany and the Director did not<br />

Prosper after the controversies over the organization and concept of<br />

the School of Economics and Politics, nor after the departure of Hr.<br />

Frankfurter, vho Mitrany was given to understand by Harold Laski, vas<br />

victimized by the Director <strong>for</strong> exercising "freedom of spee~h.~ Mitrany<br />

came to the <strong>Institute</strong> first in October, 1935, and the contentiousness<br />

vhich had marked his appointment during 1934 continued. <strong>The</strong> Director<br />

now vas unhappy vith his impulsive action in appointing Mitrany and<br />

seemed to have little faith in his various projects, vhich required an<br />

assistant and s m members vhom Plexner at first denied him. That Mitrany<br />

shwed no intention to dmsticate himself in America vas another cause
