Key points<br />
• The stakeholder discussion revealed a demand for fundam<strong>en</strong>tal change of the<br />
need assessm<strong>en</strong>t instrum<strong>en</strong>t, although stakeholders did not agree on the<br />
purposes of use of these instrum<strong>en</strong>ts.<br />
• Stakeholders prefer adaptations on (sub)parts of the complex financing system<br />
rather than a revolutionary reform of the curr<strong>en</strong>t Belgian model.<br />
• Aspects/parts of the financing system which will need adaptations are:<br />
distinction betwe<strong>en</strong> health care delivery and social care delivery, control and<br />
sanctions, task differ<strong>en</strong>tiation, case-mix financing, integrating ‘new’ nursing<br />
interv<strong>en</strong>tions, communication and coordination betwe<strong>en</strong> nurses and with<br />
medical specialists and GPs, insuffici<strong>en</strong>t nurses’ knowledge of the nom<strong>en</strong>clature<br />
and the administrative rules to apply them, and continuity of care, pay for<br />
quality.
