2.7 E-learning and meta-data projects 2 LITERATURE REVIEW<br />

Dublin Core<br />

The Dublin Core Metadata Initiative (DCMI) is an open organisation, incorpo-<br />

rated in Singapore as a public, non-pr<strong>of</strong>it company, involved in the development<br />

<strong>of</strong> interoperable online metadata standards that support a broad range <strong>of</strong> purposes<br />

and business models. DCMI’s activities include work on architecture and mod-<br />

elling, discussions and collaborative work in DCMI Communities and DCMI Task<br />

Groups, annual conferences and workshops, standards liaison, and educational ef-<br />

forts to promote widespread acceptance <strong>of</strong> metadata standards and practices [121].<br />

The Dublin Core Education Group [14] focuses on educational hypermedia and<br />

has also opted to use LOM as their standard for meta-tagging educational material.<br />

JISC CETIS<br />

The Joint Information Systems Committee (JISC) Centre for Educational Tech-<br />

nology and Interoperability Standards (CETIS) is an Innovation Support Centre<br />

for UK Higher and Post-16 Education sectors funded by the Joint Information<br />

Systems Committee [122], and managed by the <strong>University</strong> <strong>of</strong> Bolton. The cen-<br />

tre provides strategic advice to the JISC, supports its development programmes,<br />

represents the sector on international standardisation bodies and works with the<br />

educational community to facilitate the use <strong>of</strong> standards-based e-learning [123].<br />

The JISC CETIS is using a LOM based meta-data standard named UK LOM [123]<br />

that basically covers the same meta-tags as LOM.<br />

ADLNET and SCORM<br />

The Advanced Distributed Learning (ADL) Initiative develops and implements<br />

learning technologies across the U.S. Department <strong>of</strong> Defense and federal gov-<br />

ernment. They collaborate with government, industry, and academia to promote<br />

international specifications and standards for designing and delivering learning<br />

content [124].<br />

ADL has developed the Sharable Content Object Reference Model (SCORM),<br />

which integrates a set <strong>of</strong> related technical standards, specifications, and guidelines<br />
