2.1 rEQuIrEMEnTS GATHErInG AnD BuSInESS AnALYSIS<br />
2.1.1 Approach<br />
The project has taken a fundamental approach to identifying automation<br />
solutions by understanding requirements as captured from visits to a sample <strong>of</strong><br />
<strong>SACCOs</strong>. This is logical given the notion that technology is an enabler facilitating<br />
a sustainable, competitive and regulatory compliant SACCO operating model.<br />
If strategy and operative needs are neglected the risk is that <strong>SACCOs</strong> will<br />
increasingly be required to adapt their business models to the structure and<br />
capability <strong>of</strong> the automation solution and vendor rather than vice versa. Even<br />
though no known vendor <strong>of</strong>fers solutions built purposely for a specific type<br />
<strong>of</strong> SACCO the project team is cautious <strong>of</strong> that there are significantly different<br />
operating models across the <strong>Kenya</strong>n SACCO industry. This emphasised the<br />
benefit <strong>of</strong> a fundamental approach as it allowed team to identify which those<br />
models are and what these <strong>SACCOs</strong> should consider when selecting a system.<br />
2.1.2 Scope and categorisation<br />
The scope <strong>of</strong> the study has been fully comprehensive. Technology solutions<br />
have been regarded as an opportunity across the SACCO operating<br />
model, organisational and hierarchical boundaries including all applicable<br />
departments and the products and services they <strong>of</strong>fer to the customer, the<br />
regulator, suppliers and internally have been included. The study covers how<br />
the system is and would be used by senior and junior staff across FOSA, BOSA,<br />
accounting and finance, human resources, internal audit and marketing.<br />
One reason for this approach is that even though this project was initiated to<br />
support <strong>SACCOs</strong> to specifically overcome the challenges implied in complying<br />
with regulations the solutions will need to support the <strong>SACCOs</strong> for several<br />
years. Additionally the <strong>SACCOs</strong> are unlikely to benefit from using several<br />
systems. Consequently the solutions need to be comprehensive considering<br />
current and future requirements.<br />
We have gathered requirements organised in ten categories, five functional<br />
