Eastern Cape DC10 Cacadu District Municipality<br />
Cacadu is the least densely populated<br />
district of the Eastern Cape. Half of<br />
households in this district lived on less<br />
than R800pm income and just over 11%<br />
did not have access to piped water in 2005.<br />
Fourteen percent of the population had<br />
access to a medical aid (2 nd highest in<br />
province) in <strong>2006</strong>. The PHC expenditure<br />
increased by R25 per capita since 2005/06<br />
having more than doubled between<br />
2001/02 and 2005/06. The clinical nurse<br />
workload has been consistently well above<br />
the national average at above 40 clients<br />
per nurse per day since 2003/4. The district<br />
maintained its PHC facility utilisation rate<br />
of 3.3 visits per person per year in <strong>2006</strong>/<strong>07</strong><br />
which is also above the national average<br />
of 2.2. The cost of a patient day in hospital<br />
(PDE) increased substantially to R1009.<br />
Cacadu continued to improve its condom<br />
distribution rate and in <strong>2006</strong>/<strong>07</strong> was ranked<br />
5 th highest in the country at 13.7 condoms<br />
per man per year. The proportion of ANC<br />
clients tested for HIV improved to 61.2%<br />
in <strong>2006</strong>/<strong>07</strong>. The nevirapine uptake rate<br />
among newborn babies and their HIV +ve<br />
mothers fluctuates so widely that it is not<br />
possible to make any conclusions on the<br />
PMTCT status in the district with this low<br />
quality of data. Pleasing is the increasing<br />
trend in the TB cure rate from 39.1 % in<br />
2003, to 59.7% in 2005 with an<br />
improvement in the TB smear conversion<br />
rate to 51.9% in <strong>2006</strong>. The average length<br />
of stay in a district hospital and the bed<br />
utilisation rate were both close to the SA<br />
average in <strong>2006</strong>/<strong>07</strong>.<br />
The data quality of the stillbirth and<br />
perinatal mortality rates needs to be<br />
addressed in order to understand the<br />
cause of the wide fluctuations since 2003.<br />
Two of the 10 district hospitals in Cacadu<br />
have been identified for the Saving Mothers<br />
- Saving Babies project, which is<br />
coordinated at provincial level and aims<br />
to improve service delivery to the pregnant<br />
mothers and babies. It is hoped it will help<br />
improve results in this district.<br />
