Eastern Cape DC10 Cacadu District Municipality
Cacadu is the least densely populated
district of the Eastern Cape. Half of
households in this district lived on less
than R800pm income and just over 11%
did not have access to piped water in 2005.
Fourteen percent of the population had
access to a medical aid (2 nd highest in
province) in 2006. The PHC expenditure
increased by R25 per capita since 2005/06
having more than doubled between
2001/02 and 2005/06. The clinical nurse
workload has been consistently well above
the national average at above 40 clients
per nurse per day since 2003/4. The district
maintained its PHC facility utilisation rate
of 3.3 visits per person per year in 2006/07
which is also above the national average
of 2.2. The cost of a patient day in hospital
(PDE) increased substantially to R1009.
Cacadu continued to improve its condom
distribution rate and in 2006/07 was ranked
5 th highest in the country at 13.7 condoms
per man per year. The proportion of ANC
clients tested for HIV improved to 61.2%
in 2006/07. The nevirapine uptake rate
among newborn babies and their HIV +ve
mothers fluctuates so widely that it is not
possible to make any conclusions on the
PMTCT status in the district with this low
quality of data. Pleasing is the increasing
trend in the TB cure rate from 39.1 % in
2003, to 59.7% in 2005 with an
improvement in the TB smear conversion
rate to 51.9% in 2006. The average length
of stay in a district hospital and the bed
utilisation rate were both close to the SA
average in 2006/07.
The data quality of the stillbirth and
perinatal mortality rates needs to be
addressed in order to understand the
cause of the wide fluctuations since 2003.
Two of the 10 district hospitals in Cacadu
have been identified for the Saving Mothers
- Saving Babies project, which is
coordinated at provincial level and aims
to improve service delivery to the pregnant
mothers and babies. It is hoped it will help
improve results in this district.
