Nelson Mandela Bay and the City of Johannesburg achieved coverage rates of 75% and 65% respectively, whilst the remaining three metro districts had coverage rates of below 60%. This is particularly concerning, given the high rate of antenatal attendance in metro areas and suggests that many missed opportunities for women to access PMTCT are occurring. These low coverage rates should be investigated to determine the bottlenecks to increasing access to HIV counselling and testing services (HCT) in this setting. This is a very encouraging finding which indicates that even in less well resourced areas, programme improvements can be achieved through effective management and prioritisation. These aggregated national figures should be viewed with caution due to some data quality problems and missing data in 2005/06; however, in Figure 66 it is clear that almost all districts in the country have shown fairly large improvements in 2006/07. Two of the rural node districts in the Eastern Cape, Alfred Nzo and O.R. Tambo showed large decreases in HIV testing coverage; however, the indicator from these two districts in 2005/06 was well over 100% and most likely due to poor quality data.
