The metro average of 17.8% in <strong>2006</strong>/<strong>07</strong> was far higher than the South<br />
African average. This is largely due to the very high Caesarean section rate<br />
in the City of Cape Town. 12 Three of the metros were above the national<br />
average and the three Gauteng metros were below, with the City of Tshwane<br />
having a very low rate of 7.2%. This probably indicates that most Caesarean<br />
sections in the City of Tshwane were being inappropriately performed at<br />
higher level hospitals where there are greater costs, thus causing resultant<br />
inefficiencies for the health sector as a whole. This scenario is likely to be<br />
applicable to the other metros in Gauteng as well.<br />
