WORKSHEET 2 STEPS FOR USING THE SERVICE ISSUES MAP<br />
1. Select the priority service issue to be addressed in the exercise. For example, a priority issue could be “how to provide<br />
affordable housing.”<br />
2. Select an appropriately skilled facilitator to guide the exercise. Also identify another person who can take notes on flip<br />
charts or chalk boards during the exercise.<br />
3. Convene a group of stakeholders representing the diverse interests shown in the service issues map. <strong>The</strong> mapping<br />
exercise requires one to two hours.<br />
4. Write the priority issue in the center of the Service Issues Map. It is best to phrase the issue as an action objective such<br />
as “provision of affordable housing.”<br />
5. Brainstorm on the relationship between the priority issue and the other issues identified on the map. For example, ask<br />
“what is the relationship between finance and taxation and the provision of affordable housing?” Repeat this for each of the<br />
issue areas, one at a time. In other words, for each of the different issue areas identified on the map, the participants are<br />
asked, ”How does this issue area relate to the objective of providing affordable housing?” or “Why would an organization<br />
responsible for this issue area have an interest in the objective of providing affordable housing?”<br />
<strong>The</strong> answers—called “connecting issues”—are written in the respective circles. <strong>The</strong> names of any organizations or<br />
individuals who can give further information about these connecting issues are written in the spaces labeled “partners.”<br />
<strong>The</strong>se ideas can also be written on the flip charts or boards. (Worksheet 4 is provided to make a list of “partners” to be<br />
contacted in the next step of developing an assessment network.)<br />
6. Each time an answer is given in #5 above, a new question is asked: “What further questions need to be answered in order<br />
