<strong>The</strong> <strong>Local</strong> <strong>Agenda</strong> <strong>21</strong> <strong>Planning</strong> <strong>Guide</strong><br />

stakeholders can be attached. <strong>The</strong> framework document is a consensus document, developed by stakeholders, which is used to guide<br />

its signatories in developing their own implementation plans. This Action Plan document would therefore contain:<br />

• a community vision, developed by the stakeholders, including a position on current problems and opportunities;<br />

• strategic goals for each problem or opportunity area related to this vision;<br />

• specific targets to be achieved in meeting each goal;<br />

• identified implementation strateqies and programs for achieving these targets and goals;<br />

• a description or key partnerships to be established for implementation, including linkages with existing planning<br />

processes; and<br />

• a framework for periodic evaluation of progress, including “triggers” for future planning and action.<br />

Once this document is prepared and agreed upon by stakeholders, citizens, local institutions, organizations, and agencies can be<br />

invited to submit implementing agreements, to be recognized and included as an annex to the strategic Action Plan document. <strong>The</strong><br />

municipality would be the first institution expected to outline its specific implementation plans and programs.<br />

Implementing agreements will include:<br />

• specific program commitments of government departments, service agencies, private corporations, nongovernmental<br />

organizations, etc.;<br />

• agreements among different stakeholders to undertake joint work; and<br />

• commitments by individuals, households, neighborhoods, schools, private businesses, and so forth, to improve<br />

their performance in relation to the community’s sustainability goals.<br />

<strong>The</strong>se different implementing agreements are incorporated into the strategic Action Plan as an annex, and estimates are made of how<br />

each agreement will impact upon the achievement of the Plan’s overall goals and targets. In this way, the strategic Action Plan is<br />

used as a dynamic document to encourage and focus the efforts of individual residents and institutions to achieve the strategic goals<br />

of the community.<br />

4.2 Steps<br />

Within the context of the above framework, the action planning process would include the following steps:<br />

STEP 1.<br />

Define the action planning process.<br />

STEP 2.<br />

Review the Community Vision and the findings from community-based issue analysis.<br />

STEP 3.<br />

Establish strategic action goals.<br />

STEP 4.<br />

Set targets and triggers.<br />

STEP 5.<br />

Select specific implementation strategies and programs.<br />

STEP 6.<br />

Develop the framework Action Plan.<br />
