Capitalize on regional organizations, meetings or processes to enhance<br />
both implementation capacity and awareness of targeted<br />
sanctions in Member States.<br />
The Importance of Maintaining the Commitment of Member States<br />
It is in the interests of Member States to comply with requirements<br />
that they implement sanctions measures, and their domestic implementation<br />
plans and level of commitment should reflect this. If<br />
states fail to implement sanctions, then the Security Council should<br />
establish a body to monitor non-compliance and recommend ways<br />
to increase compliance and commitment to the sanctions regime.<br />
Constant feedback to the Security Council through reports to the<br />
Security Council, briefings, monitoring bodies, regional meetings<br />
or field visits is needed to ensure that Member States are committed<br />
to supporting the sanctions regime and that the Council is<br />
aware of Member States that may require additional assistance or<br />
guidance with respect to implementation.<br />

Throughout the sanctions regime it is important to remind Member<br />
States of the purpose of the sanctions, of their duties under the<br />
UN Charter and of the fact that the success of the UN will benefit<br />
all Member States.<br />
<strong>Sanctions</strong> should also to be adjusted or enhanced by complementary<br />
measures or by adding new targets as experience with a particular<br />
sanctions regime progresses.<br />
Coordination among Affected Sectors, Member States and<br />
Organizations<br />
States will implement sanctions in different ways, depending on<br />
their economic and political structure, the extent to which differ-
