13. Guidelines to Assist States in Preparing Reports<br />
on <strong>Sanctions</strong> Implementation<br />
Background<br />
§ 403 From the discussions in the Stockholm Process it emerges that sanctions<br />
build on the experience and momentum of the innovative<br />
reporting requirements contained in Security Council Resolution<br />
1373 and those used by other <strong>Sanctions</strong> Committees to contribute<br />
to the effective implementation of targeted sanctions.<br />

Thus, the document Guidelines to Assist States in Preparing Reports<br />
on <strong>Sanctions</strong> Implementation has been developed. Its purpose is to<br />
encourage States to take a proactive approach in implementing targeted<br />
sanctions. It is hoped that the guidelines can help prevent<br />
failures by Member States to report fully, accurately and quickly in<br />
response to resolutions that require such reporting.<br />
These guidelines could be distributed to Member States following<br />
the adoption of Security Council resolutions imposing targeted<br />
sanctions. This information is particularly important for those<br />
Member States who are in the frontlines of implementation of targeted<br />
sanctions.<br />
The blanks below relate to the sanction-initiating resolution and<br />
relevant subsections thereof and will, of course, vary for each case.<br />
The submitted reports will be circulated to the members of the<br />
<strong>Sanctions</strong> Committee and the members of the Monitoring Group<br />
(Mechanism, etc.). They will also be made publicly available unless<br />
a State specifically requests that the report or the information contained<br />
therein be kept confidential.<br />
With this background, the questions in Box 12 are suggested to be<br />
addressed to the Member States.
