For the Security Council and <strong>Sanctions</strong> Committees<br />
° Establish a system of routine press briefings on the work of the <strong>Sanctions</strong><br />
Committees to inform media, particularly in countries or regions<br />
where targeted sanctions are being applied, regarding the objectives,<br />
progress and challenges of sanctions implementation.<br />
° Augment the liaison role of the Office of the Spokesman of the Secretary-General<br />
between the media, the UNSC Presidency, and the<br />
<strong>Sanctions</strong> Committees.<br />
° Arrange for routine background press briefings by UN Expert Panels,<br />
timed to coincide with the formal release of Expert Panel reports.<br />
° Ensure a coordinated and timely media message and reduce preemptive<br />
leaking of Expert Panel reports by introducing system of<br />
formal press embargoes and/or by establishing clear guidelines for all<br />
<strong>Sanctions</strong> Committees and Expert Panel members regarding disciplined<br />
procedures for public release of Expert Panel reports.<br />

° Develop strategies to assist the Security Council in providing better<br />
public information to Member States and the general public and to<br />
convey the message that targeted sanctions are a potentially valuable<br />
and useful instrument of deterrence and prevention.<br />

Mechanisms<br />
4 a. Establishing Expert Panels and Monitoring Mechanisms<br />
It is widely agreed that the creation of the independent Panels of<br />
Experts and Monitoring Mechanisms has been a signal innovation<br />
in the application of UN sanctions. Over the last few years, such<br />
expert groups have made a major contribution to improved understanding<br />
of the nature and scope of sanctions violations and of obstacles<br />
to more systematic compliance, thereby enhancing the UN’s
