4.19 Consideration of Clause 228 of EP&A Regulations and
EPBC Act
Clause 228 Factors
Clause 228(2) of the EP&A Regulation 2000 details factors that must be taken into account
when considering the likely impact of an activity on the environment, Table 3 below provides a
summary of how each of these factors has been considered.

There will be a short-term minor negative
impact during the construction phase as
there may be noise, air quality, traffic and
visual impacts for nearby residents and
community facilities.

machinery and noise. There will be minor
changes to traffic flow on Kingsgrove
Avenue.
In the long term, there will be the addition
of new infrastructure to the visual
landscape (monopole). However, visual
impacts will be moderate.
With the proposed mitigation measures in
place the works will not impact on the
ecosystem of the locality.
There will be a minor reduction in the
aesthetic values of the neighbourhood
due to the anticipated noise, air quality,
traffic and visual impacts resulting during
construction.
In the long term, there will be the addition
of new infrastructure to the visual
landscape. However, visual impacts have
been assessed as moderate.
