At present, India’s mar<strong>in</strong>e products export is worth about US$ 1,330 3 million, cover<strong>in</strong>g 60<br />

products. The share <strong>of</strong> mar<strong>in</strong>e products <strong>in</strong> total export earn<strong>in</strong>gs is around 3.4%. Frozen shrimp<br />

contributes 65-70% <strong>of</strong> the mar<strong>in</strong>e export earn<strong>in</strong>gs. Establishments connected with mar<strong>in</strong>e<br />

products export <strong>in</strong>clude 625 exporters (380 manufacturer-exporters <strong>and</strong> 240 merchant-exporters),<br />

376 freez<strong>in</strong>g plants, 13 cann<strong>in</strong>g plants, 4 <strong>in</strong> the agar-agar <strong>in</strong>dustry, 149 ice plants, 15 fish meal<br />

plants, 903 shrimp peel<strong>in</strong>g plants, 451 cold storage units, <strong>and</strong> 3 chitosan /chit<strong>in</strong> plants, with 95%<br />

<strong>of</strong> the seafood process<strong>in</strong>g units concentrated <strong>in</strong> 20 major clusters <strong>in</strong> 9 states (as registered with<br />

MPEDA, 1996). The important buyer <strong>of</strong> Indian fish are the USA, Canada, Japan, Ch<strong>in</strong>a, countries<br />

<strong>of</strong> European union, countries <strong>of</strong> Middle East <strong>of</strong> which UAE is important <strong>and</strong> South East Asian<br />

countries.<br />

The major ports <strong>in</strong> India are Chennai (Madras), Coch<strong>in</strong>, K<strong>and</strong>la, Kolkata (Calcutta), Mumbai<br />

(Bombay) <strong>and</strong> Vishakhapatnam. Apart from the ma<strong>in</strong> fish<strong>in</strong>g harbors, twenty-three m<strong>in</strong>or fish<strong>in</strong>g<br />

harbors <strong>and</strong> n<strong>in</strong>ety-five fish-l<strong>and</strong><strong>in</strong>g centers are designated to provide l<strong>and</strong><strong>in</strong>g <strong>and</strong> berth<strong>in</strong>g<br />

facilities to fish<strong>in</strong>g craft. There are 2, 20,903 traditional craft, 39,444 traditional motorized craft <strong>and</strong><br />

51,744 mechanized boats operat<strong>in</strong>g <strong>in</strong> Indian waters. They use a wide range <strong>of</strong> fish<strong>in</strong>g gear,<br />

<strong>in</strong>clud<strong>in</strong>g se<strong>in</strong>es, stake nets, l<strong>in</strong>es, bag nets, encircl<strong>in</strong>g nets <strong>and</strong> lift nets.<br />

<strong>Orissa</strong> extends over an area <strong>of</strong> 155,707 square km with a coastl<strong>in</strong>e <strong>of</strong> about 480 km 4 , which is<br />

approximately 8% <strong>of</strong> the Indian coastl<strong>in</strong>e. The position <strong>of</strong> <strong>Orissa</strong> is eighth among the other coastal<br />

states <strong>and</strong> union territory <strong>of</strong> the country. The state is bounded by the Bay <strong>of</strong> Bengal on the eastern<br />

side. The state has been divided <strong>in</strong>to 30 adm<strong>in</strong>istrative districts <strong>of</strong> which 10 are the coastal<br />

districts.<br />

The cont<strong>in</strong>ental shelf area <strong>of</strong> 24,000 km is open to mar<strong>in</strong>e fish<strong>in</strong>g <strong>and</strong> is widest <strong>of</strong>f the northern<br />

district <strong>of</strong> Balasore, narrow<strong>in</strong>g toward the south. Among the districts, <strong>Puri</strong> covers more than a third<br />

<strong>of</strong> the total coastl<strong>in</strong>e <strong>of</strong> the state (DOF, 1998). The coastl<strong>in</strong>e is broadly classified <strong>in</strong>to two dist<strong>in</strong>ct<br />

areas. 5<br />

The shallower northern coast extend<strong>in</strong>g northwards from Rajnagar <strong>in</strong> Jagats<strong>in</strong>ghpur district to<br />

Kistania <strong>in</strong> Balasore district which has a broad shelf, gradual slope <strong>and</strong> greater tidal effect <strong>and</strong><br />

The southern coast extend<strong>in</strong>g southwards from Paradeep <strong>in</strong> Jagats<strong>in</strong>ghpur district to<br />

Pattisonapur <strong>in</strong> <strong>Ganjam</strong> district <strong>and</strong> which is narrower with broad s<strong>and</strong>y beaches <strong>and</strong> open<br />

surf-beaten shores.<br />

The total fish production <strong>of</strong> <strong>Orissa</strong> is 2, 81,807.24 metric tones with <strong>in</strong>l<strong>and</strong> fishery contribut<strong>in</strong>g<br />

about 1, 67,914.18 metric tones <strong>and</strong> mar<strong>in</strong>e fishery contribut<strong>in</strong>g about 1, 13, 893, 06 metric tones.<br />

The total number <strong>of</strong> fish<strong>in</strong>g craft <strong>in</strong> <strong>Orissa</strong> is 11,314 <strong>of</strong> which the number <strong>of</strong> mechanized craft is<br />

1529, Motorized craft is 3292 <strong>and</strong> that <strong>of</strong> the traditional craft be<strong>in</strong>g 6520. The total brackish water<br />

area available for fishery is 12,828.05 ha with a production <strong>of</strong> 7203.63 MT shrimp dur<strong>in</strong>g 2001-02.<br />

The mar<strong>in</strong>e fishermen community <strong>of</strong> the state can broadly be classified <strong>in</strong>to three groupstraditional<br />

fishermen, mechanized gill-netters <strong>and</strong> mechanized trawlers. Traditional country<br />

fishermen have been fish<strong>in</strong>g for centuries along the <strong>Orissa</strong> coast with the help <strong>of</strong> row<strong>in</strong>g <strong>and</strong><br />

sail<strong>in</strong>g boats while fish<strong>in</strong>g by mechanized gill-netters is a recent development.. The state does not<br />

have a natural harbour <strong>and</strong> the potential for artificial port is also negligible due to shallow<br />

coastl<strong>in</strong>e.<br />

The fisherman communities <strong>of</strong> <strong>Orissa</strong> are mostly the Telugu <strong>and</strong> the Bengali. The Telugu people who have<br />

migrated to the coastl<strong>in</strong>e long back <strong>and</strong> have settled <strong>in</strong> the southern coastal districts <strong>of</strong> the state dom<strong>in</strong>ate the<br />

southern coastl<strong>in</strong>e, which consists <strong>of</strong> <strong>Puri</strong>, <strong>Ganjam</strong> <strong>and</strong> Khorda. The Bengali communities who are permanently<br />

established along the coastl<strong>in</strong>e dom<strong>in</strong>ate the northern coastal districts <strong>of</strong> Baleshwar <strong>and</strong> Bhadrak. The native<br />

people <strong>of</strong> the <strong>Orissa</strong> are engaged primarily <strong>in</strong> freshwater fish<strong>in</strong>g.<br />
