generally made available from the plant <strong>of</strong> the exporters or brought by traders from nearby<br />

townships. (Except Balugaon l<strong>and</strong><strong>in</strong>g center which owns an ice factory due to the <strong>in</strong>itiative <strong>of</strong> the<br />

private entrepreneur <strong>and</strong> Chilka Development Authority)<br />

Transport is another vital l<strong>in</strong>k <strong>in</strong> the supply cha<strong>in</strong> that is <strong>in</strong>fluenced a lot by the dynamics <strong>of</strong><br />

“Patron-Client Relationship”. In the first place, refrigerated or <strong>in</strong>sulated vans are not available <strong>in</strong><br />

the local transport markets – barr<strong>in</strong>g a few which the exporters own. Most <strong>of</strong> the fish is transported<br />

by road us<strong>in</strong>g pla<strong>in</strong> trucks, which are covered <strong>and</strong> packed with ice, husk <strong>and</strong> salt <strong>in</strong> a manner that<br />

it suffices for the entire duration <strong>of</strong> the journey – rang<strong>in</strong>g from few hours to few days. Secondly,<br />

the first right to vehicles available <strong>in</strong> the market lie with the patron to the extent that others maybe<br />

denied a vehicle if the “patron” wishes so. Even when the transport is undertaken by tra<strong>in</strong> – the<br />

socio-economic-political nexus operates <strong>in</strong> manner – somewhere through direct bribes <strong>and</strong><br />

elsewhere by a comb<strong>in</strong>ation <strong>of</strong> the three that goods booked for journey are delayed – <strong>in</strong> case <strong>of</strong><br />

highly perishable product like fish, it may mean total loss for a consignment – an anecdote<br />

provided to us by a Samudram representative.<br />

8.4 Stakeholder<br />

The important stakeholders who are associated with the value cha<strong>in</strong> can be divided <strong>in</strong>to three<br />

categories –<br />

Conservation<br />

This group promotes conservation ideology <strong>and</strong> is aga<strong>in</strong>st destructive practices that are not <strong>in</strong><br />

harmony with <strong>and</strong> create ecological imbalance. In the <strong>Puri</strong> <strong>and</strong> <strong>Ganjam</strong> coastl<strong>in</strong>e, the major<br />

concern <strong>of</strong> the group is focused on turtle conservation.<br />

Subsistence Livelihood<br />

This group comprises <strong>of</strong> poor fisherman whose entire livelihood comes from the sea. The<br />

fisherman community is <strong>in</strong> conflict with the trawler owners. The disjo<strong>in</strong>t nature <strong>of</strong> operation makes<br />

them prone to exploitation at the h<strong>and</strong>s <strong>of</strong> the other players <strong>of</strong> the value cha<strong>in</strong>. The capital<br />

requirement for operation is the controll<strong>in</strong>g tool <strong>in</strong> the h<strong>and</strong>s <strong>of</strong> the other operators who create the<br />

distribution <strong>in</strong>equality <strong>in</strong> the cha<strong>in</strong>.<br />

Economic / Industry<br />

In the fishery value cha<strong>in</strong> the <strong>in</strong>dustry / processors are on the top. The scale <strong>of</strong> operation, cost <strong>of</strong><br />

capital employed <strong>and</strong> competition at the global level is very high. The other segments <strong>in</strong> this<br />

category are the feeders – to the <strong>in</strong>dustrial market i.e. the agents, middleman <strong>and</strong> the<br />

wholesalers. This segment caters both to the domestic retail market as well as to the requirement<br />

<strong>of</strong> the process<strong>in</strong>g houses <strong>and</strong> the exporters. This segment makes the cost <strong>of</strong> operation <strong>of</strong> the<br />

value cha<strong>in</strong> high <strong>and</strong> br<strong>in</strong>gs distortion to the cha<strong>in</strong> <strong>in</strong> terms <strong>of</strong> <strong>in</strong> equality <strong>in</strong> pr<strong>of</strong>it distribution. The<br />

access <strong>and</strong> control <strong>of</strong> this segment on the entire cha<strong>in</strong> is very high.<br />
