The <strong>Fishery</strong> <strong>Cha<strong>in</strong></strong> – Analyzed<br />

8.1 Bus<strong>in</strong>ess <strong>Analysis</strong> <strong>of</strong> <strong>Fishery</strong> <strong>Value</strong> <strong>Cha<strong>in</strong></strong><br />

Bus<strong>in</strong>ess analysis <strong>of</strong> the fishery value cha<strong>in</strong> has been taken up <strong>in</strong> the study to underst<strong>and</strong> the<br />

present context situation <strong>in</strong> which the cha<strong>in</strong> operates. This analysis will help <strong>in</strong> underst<strong>and</strong><strong>in</strong>g <strong>of</strong><br />

the very nature <strong>of</strong> the fishery bus<strong>in</strong>ess, the stakeholder <strong>in</strong> the value cha<strong>in</strong>, their concerns <strong>and</strong><br />

issues, cost <strong>of</strong> operation <strong>of</strong> various operators <strong>in</strong> the value cha<strong>in</strong>, the pr<strong>of</strong>it marg<strong>in</strong> at the various<br />

levels <strong>of</strong> the value cha<strong>in</strong>, etc.<br />

At present situation, we f<strong>in</strong>d that the producers (fishermen) <strong>in</strong> the value cha<strong>in</strong> are located<br />

separately <strong>and</strong> are disjo<strong>in</strong>t sets <strong>in</strong> terms <strong>of</strong> the boat capacity <strong>and</strong> the primary trade <strong>of</strong> the captured<br />

fish. The second set <strong>of</strong> players i.e. the middleman are a consortium <strong>of</strong> traders who are united <strong>and</strong><br />

are supported by agents / auctioneers who help them become dom<strong>in</strong>ant <strong>in</strong> the trade. The third set<br />

<strong>of</strong> players consists <strong>of</strong> the wholesalers who are highly bus<strong>in</strong>ess-oriented group <strong>and</strong> have also<br />

formed an association. They have their strength <strong>in</strong> the volume <strong>of</strong> the trade that is available to them<br />

because <strong>of</strong> the market characteristics. Exporters are another group, which are disjo<strong>in</strong>t <strong>and</strong><br />

compete for the products specific for the <strong>in</strong>ternational market. The value cha<strong>in</strong> for them is an<br />

<strong>in</strong>tegrated cha<strong>in</strong> <strong>in</strong> which they have control over both the backward <strong>and</strong> the forward l<strong>in</strong>kages <strong>of</strong> the<br />

cha<strong>in</strong>. This segment has <strong>in</strong>ternal competition amongst them <strong>and</strong> is separate from the domestic<br />

trade <strong>of</strong> the products. The other players <strong>of</strong> the cha<strong>in</strong> <strong>in</strong>clude the local traders, the ancillary facility<br />

provider, etc. which are <strong>in</strong> a diffused formation without any specific <strong>in</strong>terest or role to play <strong>in</strong> the<br />

value cha<strong>in</strong>.<br />

The value cha<strong>in</strong> <strong>in</strong> fishery is critically limited <strong>in</strong> terms <strong>of</strong> poor communication facilities <strong>and</strong><br />

<strong>in</strong>frastructure, which leads to the <strong>in</strong>efficient usages <strong>of</strong> resources. Also the unique characteristics <strong>of</strong><br />

fresh aquatic products like uncerta<strong>in</strong> productivity, putrescibility <strong>and</strong> transport difficulty leads to<br />

many problems <strong>in</strong> traditional value cha<strong>in</strong>s. The present distribution channel is more or less<br />

<strong>in</strong>competent to susta<strong>in</strong> the rapid development <strong>of</strong> ‘New Economy’. Further more, domestic<br />

producers are fac<strong>in</strong>g foreign competitors who are backed by strong ‘dollar power’ <strong>and</strong> clearly have<br />

the upper h<strong>and</strong> <strong>in</strong> the trade. Therefore, <strong>in</strong> the given context it becomes imperative to underst<strong>and</strong><br />

the <strong>in</strong>tricacies <strong>of</strong> the bus<strong>in</strong>ess operation <strong>of</strong> the fishery value cha<strong>in</strong>.<br />

8.2 Nature <strong>of</strong> Bus<strong>in</strong>ess<br />

Due to its very nature, the fishery sector constitutes a value cha<strong>in</strong> composed <strong>of</strong> two different<br />

phases form<strong>in</strong>g a system: the capture / culture -or primary- phase, <strong>and</strong> the <strong>in</strong>dustrial -or<br />

secondary- phase. Together with a range <strong>of</strong> support services -which <strong>in</strong>clude transportation,<br />

commercialization <strong>and</strong> other activities-, they form a “production –distribution – consumption”<br />

complex.<br />

The <strong>in</strong>dustrial phase, <strong>in</strong> turn, is composed <strong>of</strong> three cycles: the first cycle is freez<strong>in</strong>g; the second<br />

cycle <strong>in</strong>volves physical process<strong>in</strong>g that makes it possible to obta<strong>in</strong> a st<strong>and</strong>ard frozen product; <strong>and</strong><br />

the third cycle is production <strong>of</strong> processed foods.<br />

8.2.1 Primary Phase- Secondary Phase Articulation<br />

The articulation between the catch / culture <strong>and</strong> <strong>in</strong>dustrial phases has been an area <strong>of</strong> concern for<br />

the fishery sector. In general, through practical constra<strong>in</strong>ts <strong>and</strong> facilitation <strong>and</strong> the use <strong>of</strong> multiple<br />

means, l<strong>in</strong>ks have been established between the crafts <strong>and</strong> the process<strong>in</strong>g plants, provid<strong>in</strong>g<br />

certa<strong>in</strong> m<strong>in</strong>imum stability to the cha<strong>in</strong>, but the scenario cont<strong>in</strong>ues to be bleak for the poor<br />

fisherman as the trade barriers created by the players <strong>of</strong> the value cha<strong>in</strong> sharply <strong>and</strong> critically<br />

hampers the pr<strong>of</strong>it marg<strong>in</strong> for him.<br />
